Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Joint Communications Support Element (JCSE), 8532 Marina Bay Dr., MacDill AFB, FL 33621, requires the repair of a High Power Amplifier that was manufactured by Xicom Technology and is no longer in warranty. The 6th Contracting Squadron intends to make an award to Xicom Technology, 3550 Bassett Street, Santa Clara, CA. 95054. Interested parties may e-mail barbara.squitieri@macdill.af.mil or fax 813-828-5111, no later than Friday, 4 September 2009, 1:00 p.m. EST. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by Friday, 4 September 2009, 1:00 p.m. EST will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The Joint Communications Support Element (JCSE) currently owns 14 of these High Power Amplifiers used on the AN/TSC-161, Quad-Band Dual Hub Terminal (QDHT). These HPA's provide the necessary power levels while using this QDHT system on our required satellite communications missions. Xicom Technology is this HPA's manufacturer and has a 48,000 square feet facility where numerous repairs on JCSE's HPA units have been performed in the past. See attached email regarding the pricing for repairs of other HPAs in 2008 ranging from $5,211.00-$19,193.00. The action being processed is for the repair of this HPA, and then thoroughly testing all functions of the unit. This type of action must be performed by the factory with ISO 9001:2000 certification and its factory certified technicians. The cost to the Government of testing, repairing, and installing a similar type of equipment, in terms of time and money, exceed any costs that would be incurred through pursuing this repair from Xicom Technology. A Sources Sought notice was posted on Fed Biz Ops 18 August 2009 to seek other sources. There were no responses from industry submitted by the due date of 24 August 2009.
