Sources Sought Synopsis: THIS IS A SOURCES SOUGHT SYNOPSIS ANNOUNCEMENT; A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT CURRENTLY EXIST. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SMALL BUSINESSES. 1. Small business interests shall note the Federal Acquisition Regulation (FAR) Part 19, North American Industry Classification System (NAICS) code and Small Business Size Standard for the requirement identified in this announcement. The anticipated NAICS code is 339920, and the size standard is 500 employees. 2. The Headquarters, Air Force Reserve Officer Training Corps (AFROTC) is considering purchasing 2,000 ea. replica rifles resembling the M-1 Garand rifle in apprearance. 3. The 42d Contracting Squadron of Maxwell AFB, AL, is looking for potential sources who are able to provide items equal to the following description: a. Facsimile M-1 Garand rifle b. Salient characteristics are as follows: i. Overall length: 43 in +/- 0.3 in. ii. Bolt: must have a moving bolt that can be locked in place for inspection arms iii. Weight: 8.2 - 8.8 lbs iv. Trigger: must be able to pull trigger and trigger must produce sound/click when pulled for inspections arms v. Sling: rifle and/or it's accessories must include a white sling vi. Butt Plate: rifle must have a metal butt plate vii. Appearance: rifle should resemble Garand in appearance. All exposed stock and hand guard contours shall appear visually to be the same as the M-1 Garand. Rifle must have a wood-grain appearance viii. Minimum level of detail required for metal components includes representations of the following: Front Sight, Rear Sight to include Windage Knob, Butt Sling Swivel (located near rear of rifle), Stacking Sling Swivel (located immediately to the rear of the exposed barrel), Stock Ferrul Swivel (located immediately to the rear of the front hand guard), Gas Cylinder (exposed cylinder/barrel located immediately beneath exposed portion of the rifle barrel), and Trigger Guard. NOTE: Photographs and specifications of rifle must be included. 4. The Government contemplates award of a single, firm-fixed price contract for this potential requirement. 5. Please submit the following information with your response to this Sources Sought Synopsis: a. Business Size: HUBZone 8(a), Other 8(a), HUBZone Small Business, Serviced Disabled Veteran-Owned Small Business, Small Business, or Large Business b. State whether items can be obtained under an existing Government wide agency contract (i.e. GSA, VA, etc.) If so, please include contract number and contract expiration date. c. A clear indication as to whether or not your company can provide items meeting the specifications listed above, including all items in paragraph 3. d. A statement of whether your company can manufacture the items in paragraph 3 above. If not, please identify the manufacturer of these items. 6. All interested sources must respond to this Sources Sought Synopsis by 1600 hrs (4:00pm), Central Time, on 31 August 09.
