- Solicitation Number: SAM13525 Intended Source: Amica Fog-in-the-Morning Period of Performance: One (1) Year from Date of Award The Program Support Center (PSC), Strategic Acquisition Services (SAS), on Behalf of the Substance Abuse and Mental Health Services Administration, intends to award a 12 month sole source contract using simplified acquisition procedures to Amica Fog-in-the-Morning of the Crow Nation Apsaalooke Nation Housing Authority. The basis for this requirement is federal acquisition regulations (FAR) Part 13. Purpose/objective: The purpose of this acquisition is for the collaboration of this Tribe participating in the U.S. Department of Health and human services, Indian country Methamphetamine Initiative in partnership with the Substance Abuse and Mental Health Services Administration (SAMSHA). The Crow Nation is the only entity that can implement the Indian Country Methamphetamine Initiative on the Tribal land and receive funding for this tribe. Therefore SAMSHA is partnering directly with the Tribe to implement the initiative. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1(a)(2) – which states that when the supplies and services required by the agency are available from only one responsible source, or for DOD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy the agency’s requirements, full and open competition need not be provided for. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
