- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is HSBP1009Q2743 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-36. This requirement is being issued as a small business set-aside. The NAICS code for this acquisition is 519130 and the small business size standard is 500 employees. This procurement is for the following line item: Line Item 0001: One-year subscription to a terrorism research database in accordance with the requirements of the attached Statement of Work (SOW) The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this acquisition: 52.204-7 Central Contractor Registration; FAR 52.212-1 Instructions to Offers-Commercial Items; 52.212-3, Offeror Representations and Certifications—Commercial Items; 52.212-4, Contract Terms and Conditions—Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items with the following clauses marked as applicable: 52.219-6 Notice of Total Small Business Set-Aside; 52.219-28 Post-Award Small Business Program Rerepresentation; 52.222-3 Convict Labor; 52.222-19 Child Labor—Cooperation with Authorities and Remedies; 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity; 52.222-36 Affirmative Action for Workers with Disabilities; 52.225-13 Restrictions on Certain Foreign Purchases; 52.232-29 Terms for Financing of Purchases of Commercial Items; 52.232-30 Installment Payments for Commercial Items; 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration. The offeror must have completed Online Representations and Certifications Application (ORCA), provision located at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). The website address is https://orca.bpn.gov/. Award under this solicitation will be made based on past performance and price, with past performance being more important. Quotes shall include the following: Company name, address, phone number, and DUNS number; price quote; capability statement describing qualifications to perform SOW requirements; details of service to be included; past performance references for up to three similar requirements; and statement that ORCA has been completed (see above). Quotes are due by 12:00 PM Eastern time on September 1, 2009. All responsible small business sources may submit a response which, if timely received, will be considered by the agency.
