Description
Regiment Procurement Requirement dated August 2008 SFGS AQP dated 29 Oct 08 The United States Special Operations Command, Technology Applications Contracting Office is seeking sources to integrate existing seating technologies into a lightweight, moveable helicopter seating system for MH-47G aircrew that requires mobility during flight to perform their duties. The Seating System shall meet requirements attached [MSOffice1] to this Request for Information (RFI) and be compatible with the crew duties of: 1) Airspace Surveillance; 2) Target detection and Recognition; 3) Weapons manning and operation and 4) Aircraft mission tasks of internal cargo and passenger transport in threat areas which requires rapid ingress/egress of the aircraft. PURPOSE OF THE RFI The purpose of this RFI is to gather market research, solidify requirements, assess funding profile, and gain better understanding of current industry base by soliciting information in the following areas: •1. Obtain industry inputs about technical feasibility, requirements trade space and acquisition strategy; •2. Quantify tradeoffs between requirements contained in MH-47G SFGS User's Requirements, dated 01 AUG 08 and crashworthy vs. non-crashworthy systems; •3. Understand current technology, performance and properties of current systems fielded and in development for military and commercial applications and •4. Assess technical and programmatic risks and scope of effort required to integrate seating solution into MH-47G. DESCRIPTION OF PROGRAM The MH-47G Side Facing Gunners Seat (SFGS) Program is intended to provide a Seating System that complements the mission needs of aircraft crewmembers in the cabin of the MH-47G aircraft. These personnel (e.g. gunners, flight engineers, crew chiefs) are considered as "mobile aircrew members" whose duties often involve reaching outside the aircraft while providing ground suppression fire using an M134 Minigun or M240 Machine Gun, scanning for survivors, operating a rescue hoist, providing medical care, scanning for threats to the aircraft, or conducting other assigned duties. The current crew cabin seating systems are either non-existent or do not meet mission requirements. The existing Forward Seat faces aft, cannot be easily moved or removed during flight and limits crewmember full range of motion. These limiting attributes of the current system hinders crewmembers with their duties during scanning, weapons systems operation, troop transport, and cargo loading/unloading. The Aft Cabin crew stations currently do not have any type of seating system. Additionally, light-weight, movable/stowable seating is required that allows the cabin crewmembers the freedom to perform the majority of his airborne tasks from the seat, but also allows for easy and rapid repositioning or stowing of the seat to accommodate cargo/troop ingress/egress, hoist operations, etc. The system will also allow the crewmember quick transition to a standing position and accommodate the entire aircrew population while wearing all the necessary crew equipment (e.g. body armor, life vest, helmet, etc). Any acceptable seating solution should address crew anthropometry, ergonomics, restraint systems, equipment design, workload, human-seating interface issues, Human Systems Integration (HSI) and crash protection strategies to account for the varied crewmember duties while providing adequate protection in the event of a severe maneuver, crash, or other impact event. The program office acknowledges the challenges of requiring a crashworthy system while meeting the other requirements contained in the MH-47G SFGS User's Requirements, dated 01 AUG 08. Specifically address the trade offs between these competing requirements in your response to this RFI. PROGRAM SCOPE Programmatic specifics regarding funding and schedule will not be discussed at this time. However, there may be limited amount of dollars available for this effort in Fiscal Year 2010 for integration of a seating solution into one test aircraft for user evaluation. RFI RESPONSE Please address the following topics as part of your response to the RFI: •1. Provide direct, detailed commentary on current requirements, trade space, risk, feasibility, and requirement clarity for both crashworthy and non-crashworthy systems. •2. Provide information (e.g. performance, weight, application, flexibility, costs, government contract number, government POC) about seating systems and/or subsystems your company has fielded for military applications. If no military systems have been fielded, provide information (e.g. scope of effort, contract number, status, POC) about current development efforts, either military or commercial, which could be leveraged for SFGS. Clearly delineate whether a system is fielded or a development effort and, when appropriate, provide insight into program status (e.g. scope remaining, program status, qualification status, fielding plan). •3. Where available, provide information regarding scope, cost and schedule for seating system development, integration, qualification, and/or fielding. •4. Provide insight into scope of effort required to integrate your company's potential seating solution(s) into MH-47G in a crashworthy and/or non-crashworthy configuration. If available, provide information about conceptual MH-47G seating systems. Responses must be relevant, succinct, and to the point. The government recommend your responses should not exceed 20 pages in length. Questions may be forwarded to the Contracting Officer by email only to: sharon.r.washington@us.army.mil. This RFI does not constitute an invitation for bids, a request for proposal, a solicitation, a request for quote, or any indication that the government will contract for the items provided by the vendor. Vendor participation is not a promise of future business with the Government. No contract award will be made on the basis of this RFI. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information. Any information provided in response to this market research will be used for informational purposes only and will not be returned. All proprietary information should be clearly marked as such. Please note submissions may be viewed by non-Government advisory and assistance services personnel.
