Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii)This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. (iii)This solicitation is a total small business set-aside, NAICS 541720, with a small business size standard of $7,000,000.00. This RFQ is set-aside 100% for small business concerns. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price purchase order to the responsible offeror who presents the lowest-priced technically acceptable quotation. The National Park Service, Gateway National Recreational Area, requires a contractor to write an administrative history of the park in accordance with the Statement of Work-attached. (v)SCHEDULE of SUBMISSIONS: One (1) invoice may be submitted per month. Please see the bid schedule, below. (vi)SCHEDULE: The period of performance is in accordance with the statement of work. (vii)LOCATION: In accordance with Statement of Work. (viii)The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A written notice of award or acceptance of a quotation mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding purchase order without further action by either party. Before the offer's specified expiration time, the Government may accept an offer whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Price will be evaluated inclusive of all option periods. A technically acceptable quotation is one from a vendor that has at least five (5) years experience performing the same or similar work. (ix)DOCUMENTS TO BE INCLUDED IN QUOTE: Interested vendors must submit a price quotation and a technical quotation. The price quotation must include all proposed travel. The technical quotation must not exceed ten (10) single-spaced pages, exclusive of resumes, and must demonstrate that the vendor meets the technical acceptability criterion stated above. Statement of WorkSCOPE In accordance with the terms and conditions of the Contract, the Contractor shall perform the work of this task order for the National Park Service (NPS) as described below.CONFIDENTIALITYThe information developed under this task order is the property of the U.S. government and shall be kept in strict confidence.PERFORMANCE PERIODThe work shall begin following the issuance of the delivery/task order, proceed in accordance with the schedule for submittals, and be completed no later than TBD.POINTS OF CONTACT:Contractual:Contracting Officer (CO): TBDContracting Officer's Representative (COR): Ellen "Kathy" FoppesINTRODUCTIONThe consultant shall provide all personnel, equipment, and services to perform all tasks necessary for the preparation of an administrative history for Gateway National Recreation Area, a unit of the National Park System created on October 27, 1972. Gateway National Recreation Area is physically divided into three separate geographic areas: Jamaica Bay, Staten Island and the Sandy Hook. The park is not the only National Park area in or around New York Harbor nor is it the best known, but at more than 26,000 acres it is by far the largest, servicing the largest number of park visitors, and it contains the most diverse array of natural and cultural features. Gateway was created to bring the "National Park Service experience" to the New York/ New Jersey metropolitan area population, many who will never have the opportunity to travel outside the region. The Jamaica Bay area consists of Breezy Point, Jamaica Bay Wildlife Refuge, Floyd Bennett Field, Jacob Riis Park, Fort Tilden, Frank Charles Park, Hamilton Beach, Fountain Avenue Landfill and Pennsylvania Avenue Landfill. Staten Island is composed of Fort Wadsworth, Miller Field, Great Kills, Hoffman and Swinburne Islands. Sandy Hook features Fort Hancock, Sandy Hook Proving Grounds, Sandy Hook Lighthouse and the Sandy Hook Life Saving Station. The park is located in the boroughs of Brooklyn, Queens and Staten Island in New York and Highlands, New Jersey. The contractor shall prepare a narrative outline, a first chapter draft, and drafts of the complete study for National Park Service (NPS) review, make revisions according to NPS review comments, and prepare a final administrative history for printing. The consultant shall perform all necessary technical analyses, edit the document and prepare graphics to complete the work as and when required, as specified in this scope of services.All work must be technically and legally defensible and conform to the NPS requirements for an administrative history as specified in the NPS 28: Cultural Resource Management Guideline (Release No. 5, Effective June 11, 1998) and National Park Service Administrative History: A Guide (2004) which may be accessed online at: http://www.nps.gov/history/history/hisnps/NPSHistory/guide.pdf. In addition, the administrative history must be consistent with the "Content" section of this scope of services. Also included in this scope are communication and coordination activities, such as conference calls and product review meetings with NPS park and regional staff as required by the National Park Service to facilitate project progress and completion.An administrative history, of particular value to managers, planners, and interpreters, describes how the park was conceived and established and how it has been managed to the present day. The park's legislative history and important issues in planning, land acquisition, development, public relations, and other topics of ongoing management concern are emphasized. For specific information on the location of source material for undertaking the work, see the addendum.DESCRIPTION OF ADMINISTRATIVE HISTORYA park administrative history explains how the park was conceived and established and how it has been administered up to the present. It focuses on the history of the park as a park, to include the history of various park programs and activities. The history of the event, movement, or person that a historical park commemorates need be addressed only to the extent that it affected the establishment of the park and its administration. "Administrative history" is used broadly to cover movements leading to park establishment, legislative background, and other contributing developments beyond administration in the strict sense. The primary audience for park administrative histories is current and future park managers andstaff. No set formula exists for writing park administrative histories. Each park and its history are unique and should be treated as such. Park histories differ in length, focus, and scope. Administrative histories often combine chronological narratives with topical treatments of key activities, events, and issues. Topical treatment of community relations, interpretation, resource management and protection, visitor use, and threats to the parks are often appropriate rather than a single chronological account organized around the administrations of individual superintendents. A park administrative history should be thorough and comprehensive, covering all the most significant aspects of the park story from its establishment to the present. But an exhaustive treatment of every major event and issue is not recommended. More detailed coverage should be given to topics that concerned park managers in the past and are relevant to present and foreseeable management concerns. Often it is appropriate and desirable to place a park's story in the context of national political and economic trends and events. Research includes the investigation and analysis of published and documentary sources as well as interviews with knowledgeable persons-both NPS staff and others. See the addendum for additional information on sources.PROJECT DESCRIPTIONThe Administrative History shall provide a comprehensive account of the establishment, evolution and management of the park from its creation to the present. This will be the first NPS Administrative History of Gateway National Recreation Area.The administrative history shall address the following topics:"Pre-park HistoryA brief description of who administered the area, how it was administered, and how it was used before the NPS acquired it."Park EstablishmentInclude the movement by individuals, town associations and the states that led to the creation of Gateway National Recreation Area, as well as their motivations and the involvement and positions taken by the NPS and the Interior department. Include the legislative process as revealed by congressional bills, hearings, committee reports, floor debate, and final enactment." Park Planning and DevelopmentInclude the history of the 1979 General Management Plan and its amendment; the development concept plans for Sandy Hook, Floyd Bennett Field, and Jacob Riis Park/Fort Tilden; and other site planning and feasibility studies as well as public reaction to their implementation; acquisition of properties; and development of administrative and visitor facilities. "Relationships With Park Partners And The Local CommunityInclude the history of the relationship between the park, its partners, and the local community. Include the public response to the creation of the park and acquisition of private property. Include the development of partnerships with NYC government agencies and departments as well as other national parks within the New York City area. "Park Operations And StaffingInclude an account of park operations and identification of major trends in each of the following functions: organization of the park, administration, interpretation, maintenance, and protection. Budget changes, including operational increases, erosion of base funding and its effects should also be included. "Cultural and Natural Resource Management ActivitiesInclude an overview of cultural and natural resource management; park research and its consequences for park planning and development; the balance between research, decision making and development, preservation and selective rehabilitation and restoration of historic structures; selective rehabilitation and restoration of cultural landscapes; preservation of archeology sites. "Recreational ActivitiesInclude an overview of the development of recreational activities (including special events), major trends and use of facilities. "Park Interpretation and EducationInclude major trends. Discuss the history of interpretive and educational planning, the influence of changing approaches in technique, staffing levels, the development of period room exhibits, and the use of media. "Business ManagementInclude an account of the development of business management activities and concessions that were "grandfathered" into the park and have developed under NPS management.The following overview is an overview of the major sections that must comprise the administrative history. Front Matter1.Table of ContentsThe table of contents must list the titles of all major divisions and the first-level (principal) subdivisions in the administrative history and provide page numbers for all major divisions.2.List of IllustrationsA list of illustrations must include captions and give page numbers for photographs, figures/illustrations, maps, and other forms of graphics subject matter. If warranted, separate lists for specific types of illustrations may be used.3. Acknowledgments The acknowledgments must include any obligatory or appropriate personal or organizational acknowledgments.4.PrefaceThe preface must contain background information about the scope of the research preparation of the study. It will discuss research methods and summarize major findings. 5.List of Abbreviations and/or Acronyms This list must include nonstandard abbreviations and acronyms used in the report. The spelled-out version of a term should be given the first time the term appears within the study. Text or Main Body of the Report 6.IntroductionThe introduction must include general background information on the geographic location, history, and significance of the park and its resources and how areas within the park were administered prior to park establishment. 7.Historical Data/Narrative and Analysis This section represents the main body of the product and must address the topics described in this section of the scope above. This narrative must synthesize existing research and provide primary research, as appropriate. Use of primary sources, including oral history interviews, in writing this section is critical. Photographs, maps, charts, and other figures will be used as necessary to enhance the text. The overview history must contain footnotes (rather than end notes or reference notes). 8.Epilogue (or Conclusion)The epilogue (or conclusion) must consist of a closing statement that provides further comment, if appropriate, on the interpretation of the information found in the administrative history.9. Research RecommendationsThese recommendations must include a discussion of research sources not investigated for the administrative history, including an explanation of why the sources were not researched as well as the possible benefits to be derived from such research in the future. Back Matter 10.AppendicesThe appendices must include copies of key documents and data such as but not limited to: congressional records, legislation, agreement documents, visitation statistics, personnel rosters, organizational charts, and dates of land parcel acquisitions, and maps.11.BibliographyThe annotated bibliography must list the primary and secondary source materials researched and used for the preparation of the administrative history. The bibliography will be broken into sections by kinds of materials (i.e., primary and secondary sources, etc.) as directed in The Chicago Manual of Style. This section will also include a discursive "bibliographic essay" which discusses the repositories consulted and outcomes, with a description of the research value of each repository. PROJECT ORIENTATIONThe contractor shall coordinate with the COTR. The contractor shall attend a site orientation meeting to ensure a clear understanding of the park, the specific parameters of the proposed study, research goals, the location of source material, schedule, project deliverables and associated issues. The NPS will providea tour to acquaint the researcher with the park and its resources. The contractor shall identify data gaps and questions related to logistical considerations for implementation of the study and bring them to the attention of the National Park Service as early as possible. PRODUCTSThe contractor will produce the following draft documents, including graphics and editing: 1.Detailed narrative outline for NPS review as described below.2.Draft of one chapter for NPS review as described below.3.First draft of administrative history for NPS review as described below.4.Second draft of administrative history that includes revisions based on comments received from the NPS review of the first draft. 5.Edited final administrative history that includes revisions based on comments received from the NPS review of the second draft. In addition to the products listed above, the researcher shall provide monthly electronic progress reports. These reports will describe what research and writing has been accomplished, any significant findings from the research and any concerns the researcher may have regarding locating specific materials or meeting deadlines. The reports will also include an update on the status of the oral history interviews. To facilitate review, the contractor shall number all pages and include margin lines along the left margin of submissions 1-4 above. The contractor shall be responsible for producing the final study in Microsoft Word (2003 or later). The contractor shall submit to the NPS an edited, final, "camera-ready" hard copy of the entire administrative history and one unbound copy including all sections described above in the project description, including appendices, and all materials. The final approved administrative history must contain all sections described above under project description and include footnotes. All citations must be according to the Chicago Manual of Style, 15th edition. The study will be generally consistent with the Northeast Region History Program Guidelines (attached) and use NPS RawlinsonOT (to be provided by the NPS) as the font for the text and Frutiger for captions and any map and illustration labels. Line Spacing of the body of the report must be 1.25. A CD of the completed final study in Microsoft Word 2003 (or later) and a complete PDF to be used for printing must also be provided. The contractor must include an appropriate illustration on the front cover and include a descriptive caption and credit line on the reverse of the title page. The contractor shall turn over to the Chief Curator of Gateway National Recreation Area all research notes made and documents gathered during production of this study, including oral history interviews and transcripts. The research materials must be organized in a coherent manner. Excluded from the research notes that the contractor shall provide to the NPS will be copies of either photographs or documents for which another institution has either the copyright or has placed restrictions on their distribution. All rights to the research materials shall be the property of the NPS whether they are used in the preparation of the study or not. The NPS retains all rights to publish and disseminate this administrative history. The research materials and completed products will be in the public domain and may not be copyrighted. The researcher throughout the course of the project will consult with the National Park Service concerning significant research findings that may affect the General Management Plan revision process. The NPS will provide a tour to acquaint the researcher with the park and its resources. 2.The contractor shall conduct sufficient research on the topics specified in the Project Description section of this scope to produce a detailed narrative outline no later than three months from start up-meeting. The outline must contain all pertinent information necessary for sound decisions to be reached regarding further topical research and content for the final report. It must also include a list of all repositories consulted. If necessary following the NPS review, the NPS may schedule a meeting or conference call to develop further the final content of the study. An approved outline must result from this review and/or meeting. 3. The contractor shall submit a draft of one chapter of the administrative history no later than 4 months after the NPS returns comments on the detailed narrative outline. This chapter must entail primary research and be sufficient in length and treatment to enable the NPS to review it for consistency with the agreed upon outline. The chapter must be consistent with the format and style of the first draft. 4.The contractor shall submit a first draft of the complete study on compact disk or, at the discretion of the NPS, posted on an NPS web site no later than 9 months after the NPS returns chapter comments. The first draft must consist of a substantially completed report, including front matter, footnotes, and preliminary bibliography. Following submission, the researcher shall consult with NPS park and regional staff by telephone and/or e-mail to review specific issues that need to be addressed. 5.The contractor shall submit a second draft of the study on compact disk or, at the discretion of the NPS, posted on an NPS web site. no later than 4 months after the NPS returns first comments on the first draft 6.The contractor shall submit the final administrative history no later than 4 months after the NPS returns comments on the second draft.
