MODIFICATION/AMENDMENT: 1 (8/25/09) RFQ No: NLM-090-157-SES TITLE: PHOTOGRAPH AND FLAT ART-ON-PAPER CONSERVATION SERVICES THIS MODIFICATION IS ISSUED TO ADD THE WORD "BUSINESS" TO CRITERIA #3 TO READ AS FOLLOWS: "THE VENDOR MUST PROVIDE A LIST OF INSTITUTIONAL CLIENTS FOR WHICH SIMILAR WORK HAS BEEN PERFORMED INCLUDING THE NAMES OF 3 INSTITUTIONAL/BUSINESS REFERENCES." This is a synopsis/solicitation for commercial services prepared with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Subpart 13.5, Test Program for Certain Commercial Items; as supplemented with additional information included in this notice. This notice constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotations (RFQ) NLM-090-157-SES. This solicitation document incorporates provisions and clauses that are in effect in the April 2009 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541990, All Other Professional, Scientific, and Technical Services. The National Library of Medicine (NLM), The History of Medicine Division (HMD), has an ongoing need for photograph and flat art-on-paper conservation services to treat damaged and deteriorating materials in the Prints and Photographs collection. NLM's resources for historical scholarship in medicine and related sciences are among the richest of any institution in the world. The material in HMD provides researchers with sources both rare in availability and exhaustive in scope. HMD produces exhibitions, public programs, symposia, and educational resources for students, teachers, and the general public. The Prints and Photographs collection in HMD includes portraits, pictures of institutions, caricatures, genre scenes, and fine graphic art in a variety of media. The collection illustrates social and historical aspects of medicine, and totals approximately 100,000 items. The photo conservator treats a variety of valuable and unique photographic prints and negatives and flat art-on-paper materials. Art on paper materials include, but are not limited to albums, posters, ephemera (including but not limited to postcards, pamphlets, and patent medicine trade cards), fine art prints, and prints representing various printmaking techniques (including but not limited woodcuts, engravings, etchings, mezzotints, aquatints, and lithographs). The vendor shall perform the following activities: The photo conservator treats a variety of valuable and unique photographic prints and negatives and selected flat paper materials. Treatments include, but are not limited to, cleaning, removal of adhesives and stains, mending tears and voids, flattening, replacing acidic mounts, and require specialized knowledge in the safe use and storage of hazardous chemicals. The photo conservator also does the following: 1) Advises NLM on photo preservation strategies, setting priorities, storage enclosures, environmental conditions, onsite and offsite treatment options, reformatting options, and disaster recovery; 2) Writes procedures for and provides hands-on training in recovering water-damaged materials; 3) Recommends specific conservation supplies and equipment and provides order information; 4) Provides hands-on training to staff, vendors, tours, and others in identifying formats, care and handling, re-housing, and assessing the physical condition of items; 5) Provides condition and treatment reports using a written form or online database; 6) Reviews collections for digitization and provides digitization services; and 7) Writes procedures, reports, and summaries of treatments performed. The vendor's work shall be assigned, reviewed, and approved by the PO. The PO will consult with the vendor during all phases of the activities, reviewing plans prior to implementation, reviewing work for accuracy, and making recommendations as needed to ensure conformation to NLM specifications and timely completion of the work. Work shall be performed by an experienced photograph conservator available to work part-time between the hours of 8:30am to 5pm, Monday through Friday, except Federal Holidays, (unless the PO gives specific instructions to the contrary) in the onsite Conservation Lab. The work quantity and schedule are expected to vary. The vendor will wear an identification badge at all times. Work schedule will be determined by the Project Officer (PO), in consultation with the vendor. The purchase order period of performance will be for a 12-month Base Period starting on or around September 3, 2009 through September 2, 2010, with two (2) one-year option periods. The vendor shall provide monthly progress reports and submit itemized monthly invoices to the PO unless instructed to submit them less frequently. The PO will notify the vendor when an invoice is approved for payment. Total hours worked in the base and option years are subject to available funding. The following is an estimate of possible hours: BASE PERIOD Total Hours: Approximately 80 hours annually Approximately 6-7 hours monthly Additional Quantities within Base Year: Approximately 47-48 hours annually Approximately 3-4 hours monthly FIRST OPTION YEAR Total Hours: Approximately 90-91 hours annually Approximately 7-8 hours monthly Additional Quantities within Option Year: Approximately 45-46 hours annually Approximately 3-4 hours monthly SECOND OPTION YEAR Total Hours: Approximately 86-87 hours annually Approximately 7-8 hours monthly Additional Quantities within Option Year: Approximately 43-44 hours annually Approximately 3-4 hours monthly The following clauses and provisions cited herein are incorporated by reference into this solicitation and may be obtained from the web site http://rcb.cancer.gov/rcb-internet/SAP/sap.htm: FAR 52.212-1, Instructions to Offerors-Commercial (June 2008), and FAR 52.212-4, Contract Terms and Conditions-Commercial Items (October 2008). The attached Addendum to Terms and Conditions of Purchase Order also applies to this solicitation. FAR 52.212-2, Evaluation-Commercial Items (January 1999), also applies with the following six evaluation criteria to be included in paragraph (a) of the provision: The vendor must have: 1) At least 10 years of demonstrated professional photograph and flat art-on-paper conservation experience or equivalent. 2) Experience with a variety of complex treatments performed on a wide range of photographic formats and flat art-on-paper. 3) The vendor must demonstrate satisfactory work for clients of comparable size and collection complexity to NLM during the course of the vendor's professional photograph and flat art-on-paper conservation experience. The vendor must provide a list of institutional clients for which similar work has been performed including the names of 3 institutional references. 4) The vendor must demonstrate the ability to provide reports and work in Microsoft Office databases with particular expertise in Excel and/or Access. It is the responsibility of the vendor to report non-receipt of payment to Office of Financial Management. The phone number for payment inquiries is 301-496-6088. The vendor shall keep the PO informed about all invoicing problems. An award will be made to the offeror who represents the best value to the Government. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (February 2009), with their offers. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (February 2009), and the attached Statement of Work (SOW) apply to this acquisition, as well as the following clauses cited therein: FAR 52.219-6, Notice of Total Small Business Set-Aside (June 2003), and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (October 2003). Sources having the ability to provide the professional services described above and in the attached SOW and Addendum to Terms and Conditions of Purchase Order shall submit clear comprehensive information supporting their experience, past performance, managerial experience and pricing.
