Description
REQUEST FOR INFORMATION (RFI) Program Manager Soldier Protection Equipment (PM SPE) is seeking information regarding the capabilities of Industrial leaders to support advanced rapid fielding initiatives of Army soldier equipment and systems. Industry providers will demonstrate proven experiences and background expertise in performing, conducting and coordinating Integrated Logistics Supply (ILS) Support, Application Engineering and Technician Activities, Real-time Informational Business Systems Monitoring, Reporting and Data Analysis, Special Transportability Requirements Outside Continental United States (OCONUS), Materiel Systems and Equipment Distribution, and Contractual Administrative Reporting. This notice constitutes a Request for Information only. THIS IS NOT A SOLICITATION; no award will be made for this effort at this time. BACKGROUND: PM SPE is considering a solicitation to both complement and sustain Army fielding initiatives for deployment of advanced headborne sensor technologies; and determine the ability of industry to provide a service provider solution that meets or exceeds but is not limited to the following requirements: 1) Erect PM defined supportability strategies and perform task activities while embedded with soldiers during deployment in remote and mobile Areas of Operations (AO)-OCONUS 2) Service provider shall demonstrate the capabilities to employ an Information Business System (IBS) to effectively manage personnel and track contract task activities which would allow for PM Operational Monitoring, Supervisory Control and Historical Record Keeping 3) IBS system shall be operate real time with PM Administrative rights granted to review program data mining processes, generate status reports per specific task activities, differentiate and automate statistical summaries and activity process yields; monitor and examine inventory records (MIL STD 130), interpret shipping documentation (via RFID) and account for property hand receipts generated using applicable Department of Army regulations and policies. 4) Service provider shall assist, participate and coordinate with the PM multiple ILS activities where direct linkage to the IBS for facilitating receipt, delivery, tracking and storage of all equipment and systems. 5) Company Quality Assurance Programs shall be accredited and conform to ISO-9001 and ISO-10012 Industry Standards and other known applicable federal procurement regulations. 6) Maintain and establish controls where applicable of Government Furnished Equipment, Materials and Facilities 7) Provide AO field personnel and Continental United States based service agents to support the PM based on established AO concepts of operations associated with coordinating, conducting and performing multi-disciplined tasks activities and executing all required supportabilities strategies. 8) Personnel shall have Secret clearances and/or acquire all necessary clearances to ensure safeguarding capabilities which includes being granted access to official intelligence information for transmitting classified information. 9) Personnel shall demonstrate specific experiences and backgrounds with certified skills, knowledge and abilities in order to perform complicated tasking and operate sophisticated sensory components and systems which interface and integrate with centralized computer operating platforms (hardware/software) and domains. 10) Personnel shall have specialized backgrounds (electro-mechanical) in operation of Wireless Network Systems and/or other Automated Information Technologies that interface with typical known Battle Command Battle Systems 11) AO Personnel shall provide robust technical field support (hands-on) to soldiers during data mining processes to include service repair, new field installations and over-all system operations and applications This RFI is for informational purposes only; this is not a Request for Proposal (RFP). All interested industrial vendors are encouraged to respond to this RFI by submitting concept white papers which outlines planned approach including product literature for services, brochures, system capabilities and key personnel expertise and backgrounds. The information must clearly indicate the respondents ability to provide expertise services, dedicated facilities infrastructures and robust resources, and also include a tandard unit cost, proposed delivery schedules for fixed prices services and capabilities options, along with a description of a Quality Management Plan to be employed. Respondents are encouraged to provide an initial submission NLT 1 OCT 2009 indicating their intent to formally respond to this RFI. An initial submission should include preliminary information and literature. No telephone calls will be accepted. Submission is for planning purposes only and is not constructed as a commitment by the Government to procure any items or services or for Government to pay for the information received. No entitlement to payment of direct or indirect costs or charges by the Government will arise as result of the responses to the RFI. No solicitation document exists. Final responses are due NLT 30 OCT 2009. Inclusion in this RFI does not constitute Department of the Army approval for any product or service.
