- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The California National Guard has a requirement to purchase ISO 17025:2005 accredidation and training services. Vendors are asked to provide bids using following five criteria: 1. Perform a GAP analysis of current quality system and compare to ISO 17025:2005 requirements, prepare data requirements and format for Government customer ON SITE. 2. Assist in writing or modifying the existing Quality document (based on ISO 9001) and required policies and procedures to make it compliant to ISO 17025:2005. 3. Provide internal audit training of Quality system to comply with ISO 17025:2005 to include E-learning for up to 5 people ON SITE. 4. Provide Measurement Uncertainty Training for up to 5 people ON SITE. 5. Assist in developing Measuring Uncertainty Budgets for accredidation to ISO 17025:2005. Bids must be submitted with pricing per criteria. All travel costs to include meals, lodging, airfare must be included on a separate line in the bid. A2LA assessments costs must be included in the bid as a separate line item. Training to be held in Stockton, CA 95206. The following provisions are hereby incorporated into this solicitation: 52.212-1 Instructions to Offerors - Commercial Items, 52.212-3 Offeror Representations and Certifications - Commercial Items, 52.237-1 Site Visit. All vendors must be registered in the Central Contractor Registration (CCR). Quotes are due no later than September 3, 2009 before 1:00pm PST. Quotes may be submitted via fax to 805-594-6348.
