Description
.This is a request for information RFI only: CNATRA will be replacing the TH-57B/C training aircraft and simulators with a “glass” cockpit TH-57D aircraft and simulators. In order to optimize the Ground Based Training Systems and integrate these systems into the T&R requirements, an “End State Analysis” is desired to assess the skill requirements, identify improvements required in current simulation attribute fidelity, identify required additions to the family of training devices and calculate the simulator’s potential “end state” contribution to Capabilities Based T&R and syllabus requirements. To define the TH-57D system requirements, an extensive evaluation of existing and future skill sets needs to be defined for TH-57D advanced helicopter training. The Training System Requirements Analysis (TSRA) will compare the skill sets that a student military aviator has upon completion of primary aviation training (T-34C/T-6B) against those required of a designated Naval Aviator upon completion of advanced helicopter training. Upon defining the skill sets, the requirements for the complete TH-57D system shall be updated to include threshold and objective capabilities in a format for insertion into a Capabilities Development Document (CDD) or Capabilities Production Document (CPD) as per JCIDS. The skill sets and requirements developed shall be defined using a multi-crew approach. Once the requirements are defined, the TSRA will provide a recommended curricula, hardware solution and programmatic implementation plan for spiral development for the life cycle of the TH-57D system. For the deliverables, the TSRA shall review all facets of advanced helicopter training, including but not limited to: Current/future curricula; TH-57B/C/D system hardware, and software utilization; automation management; proven aviation training practices; enhanced multi-crew cockpit management; and all aspects of ground based training including individual training devices, high fidelity simulators and synthetic training systems. 2. In producing the TSRA, multi-crew cockpit management is a primary element for helicopter aviation. The below shall be analyzed and incorporated into the development of the deliverables. a. Determine optimum use of advanced cockpit systems in all phases of ground and flight operations to incorporate 6th generation Crew Resource and Threat/Error Management into cockpit procedures and mission tasks. b. Scientific design of automation management policy. Development of scenario based training using the full spectrum of the automation pyramid. 3. Task: Provide CNATRA with a TSRA to allow for user validation of TH-57D advanced helicopter training system requirements. The company to be selected for the TSRA will have demonstrated significant experience in multi-crew training and in requirements development. The analysis will be broken down into seven deliverables in both printed and usable electronic format: a. Training requirements for TH-57D advanced helicopter training based on skill sets of student aviators graduating naval primary flight training (T-34C/T-6B) compared to those skill sets required by the FRS commands that accept students from advanced helicopter training. b. System requirements developed from deliverable ‘a’ formatted for insertion into a CDD or CPD. The document will list each required system attribute in an objective, measurable, testable way and will also define both “Threshold”(i.e., required) and “Objective” (i.e., desired) performance values. The document will summarize key performance parameters (KPPs) and Key System Attributes (KSAs). c. Recommended hardware/software solution for the TH-57D advanced helicopter training system that meets all KPPs and KSAs defined as a result of deliverables ‘a’ and ‘b’. The recommended solution will incorporate multi-crew training requirements defined as per enclosure (1). (1) Include an analysis of capabilities and functions of all expected TH-57D avionic systems and applicability to undergraduate helicopter training and alignment of skill sets. (2) An analysis of synthetic training devices, to include multi-crew skill/tasks, including options for visual fidelity for both aircrew, degrees of motion, aircraft aerodynamic and flying qualities fidelity requirements, synthetic communications, and aircrew procedures. Analysis shall determine best solution for media selection and use of part task trainers, where feasible. d. Draft Helicopter pipeline curricula and scenarios based on the hardware solution recommended in deliverable ‘c’. e. Recommended progression for spiral development from initial operating capability (IOC) for the TH-57D system through its life cycle. Include a gap analysis of the requirements for each spiral installment. f. Analyze and recommended a solution to incorporate an improved aerodynamic model in TH-57 training devices with special consideration to any impact “D” model upgrades may have on performance characteristics. g. Provide recommendations to conform to current Naval Aviation Simulation Master Plan (NASMP)”End State Analysis” requirements. Information Requested 1. Cost Estimate 2.
