Description
PPPL Specification NSTX-SPEC-5-84, Rev. 4, dated August 13, 2009 Princeton Plasma Physics Laboratory (PPPL) is announcing its intent to issue a sole-source acquisition to IE Power, 4170 Sladeview Crescent, Unit 1, Mississauga, Ontario, Canada L5L 0A1. The item being procured is a bipolar switching power amplifier (SPA) and input capacitor to be used in a closed-loop feedback system in the National Spherical Torus Experiment (NSTX) located at the Princeton University Plasma Physics Laboratory (PPPL). The switching power amplifier unit will consist of three independently controlled sub-unit SPA's which can be configured for operation as three independent units or as a single unit. In all cases the SPA will be fed from the same single, 6-pulse thyristor rectifier DC source power supply provided by PPPL. Each SPA sub-unit shall consist of an H-bridge PWM inverter capable of 4-quadrant operation (+/- voltage and +/- current to load). The SPA shall be in strict accordance with PPPL Specification # NSTX-SPEC-5-84; entitled "NSTX Switching Power Amplifier (SPA);" Revision 4; dated 8/13/09. It is intended that the unit purchased shall have identical performance characteristics to the SPA previously manufactured by IE Power and currently in operation at PPPL. The new unit must share interchangeable components, such as the H-bridge and control cards, and must be capable of operating synchronously with the existing SPA. This action is identified as Request for Proposals (RFP) No. 09-105-R. NAICS Code 335311 applies. Size standard is 750 employees. No written RFP will be issued. Interested parties may identify their interest and capability to respond to the requirement, or submit proposals. Any responses received by the designated response date will be considered by PPPL. A determination by PPPL not to compete this proposed contract action based upon responses to this notice is solely within the discretion of PPPL. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
