- Under the authority of FAR 6.302-1, the U.S. Army Natick Contracting Division, 1 Kansas Street, Natick, MA on behalf of the United States Army-Soldier Systems Center, Natick, MA intends to negotiate and award a contract on a sole source basis with Moses Biologic, LLC. of 1908 Fairfax Ave STE B, Greensboro, NC 27407-4992 to study insect infestation on nanocomposite food pouches and meal bags and existing military packaging for rations to support a demonstration/validation program for the U.S. Army. The main entomologist at Moses Biological has six years of research experience with the Agricultural Research Service in the field of insect resistant packaging and reduced risk insecticide development. He also has four years experience as a graduate student at Kansas State University categorizing the oviposition behavior of a major stored-product pest, the Indian meal moth. He has direct experience with the experiments that Natick Soldier Research, Development and Engineering Command (NSRDEC) needs. The market research indicates that this company is the only one qualified to carry out these specialized experiments. SciFinder software was used to search this research area and provide other laboratories that are doing related research. No sources were found that could supply this service in accordance with NSRDEC requirements. Nothing herein should be misconstrued as a request for proposal. No solicitation document is available.
