Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is, W912L5-09-T-0007 and amendment W912L5-09-T-0007 0001, which is a Request for Quote (T). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. The NAICS Code is 423990 and the Small Business size standard is 100 employees. A list of sizes are attached (see attached CLIN Sheet). Minimum requirements: The contractor shall provide a price for all the items listed in the attached CLIN sheet. This is set-aside for small business. The Fire Resistant Environmental Ensemble (FREE) is the official Army approved FREE system provides enhanced air and mounted Soldier performance in all weather and operational conditions. The system shall incorporate moisture management capabilities, provide comfort and compatibility between layers, and offer environmental protection from weather conditions encountered in both cold/wet (temperate to cold) and cold/dry (down to 60o F) climates. The system is designed to be worn in conjunction with the Aircrew Battledress Uniform (IABDU) or the Combat Vehicle Crewman (CVC) Coverall. The system shall be packaged as follows: Top Kit 126 ea, Bottom Kit 126 ea Sizes are listed on the solicitation W912L5-09-T-0007 0001 amendment. Individual Accessories as follows: TOP KIT: T-shirt 4 per kit Base Layer Undershirt 2 per kit Mid-Weight Shirt 1 per kit Light Weather Outer Layer (LWOL) Jacket 1 per kit Intermediate Weather Outer Layer (IWOL) Jacket 1 per kit Extreme Weather Outer Layer (IWOL) Parka 1 per kit Extreme Weather Outer Layer (IWOL) Liner 1 per kit BOTTOM KIT: Boxer Brief 4 per kit Base Layer Drawers 2 per kit Mid-Weight Drawers 1 per kit Light Weather Outer Layer (LWOL) Trouser 1 per kit Intermediate Weather Outer Layer (IWOL) Trouser 1 per kit Extreme Weather Outer Layer (IWOL) Trouser 1 per kit Individually packaged accessories: Socks 4 pair per system Glove Liner 1 pair per system Rigger Belt 1 per system. The Delaware Army National Guard is not currently set up for WAWF. The contractor shall follow normal invoicing procedures outlined in FAR 52.212-4. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition (a) The government will award a contract resulting from this solicitation to the responsible offeror whose quote to the solicitation will be most advantageous to the Government, price being the only factor considered. Please include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer. FAR Part 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR Part 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition (see attachment for Applicable Provisions and Clauses). This solicitation does not otherwise incorporate other FAR Part 15 rules unless expressly indicated.
