- sow Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The US Census Bureau intends to contract with Professor Steven Thompson, with the Department of Statistics and Actuarial Science, Simon Fraser University, Burnaby, BC, on a sole source basis to provide technical advice and assistance for demographic surveys/survey sampling methods. Please see attached SOW for more information. It is believed that Professor Thompson is the only source to provide the needed services due to his extensive research into network sampling, spatial sampling, and adaptive sampling in a wide array of settings. Though there are many researchers who are aware of these and other alternative sampling strategies, most are heavily focused on estimation methods and spend little or no time actually doing research into sample design itself. Since the Bureau’s interest is in the statistical properties of these methods, and particularly need a statistician, and one who is currently doing research into these alternative methods. Professor Thompson fits both needs and is the only statistician with his level of experience that is performing this type of research. The period of performance for this award will be from date of award through September 30, 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to Lisa Safewright via email address lisa.r.safewright@census.gov. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 10 days from the publication of this synopsis, a contract may be issued to Professor Steven Thompson, without further notice.
