- Notice of Intent to Award a Contract The Contracting Center of Excellence (CCE), on behalf of the Assistant Secretary of the Army for Installation and Environment ASA (I&E), intends to award a Sole Source follow-on Contract in accordance with (IAW) FAR 6.302-1 to Florida International University - 11200 SW 8th Street, Miami, Florida 33199 to conduct three Demonstration /Validation projects in or in cooperation with the Dominican Republic and selected Latin American / Caribbean Partner Nations to develop an integrated suite of deployable Mobile Medical Clinics, powered by renewable energy technologies for use in natural disaster responses to meet the need for a rapidly deployable Mobile Medical Clinic, self-sustainable command center/emergency health clinic system. The objective of this requirement is to: Strengthen Defense cooperation with the Western Hemisphere; Enhance sustainability and stewardship of U.S. military presence / resources within the Western Hemisphere; Increase overall stability and security within the Western Hemisphere; Improve the posture of military readiness in the U.S. plus the cooperation among other Western Hemisphere military forces that are deployed for contingencies and other operations; Standardize methods of inter-operability and integration between U.S. and partnering militaries within the Western Hemisphere; Pool resources for identifying common needs, goals, opportunities, and implementation strategies; and Demonstration / Validation promising technologies that leverage resources and provide recognizable benefits such as lowered costs and demonstrable life-cycle benefits. This action will result in a Cost reimbursement type contract. This notice of intent to award a contract is not a request for competitive proposals. There is no solicitation document. The Government does not intend to submit a solicitation for proposals. The Government shall not be liable or suffer any consequential damages for any technical information provided. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Knowledge of Caribbean Islands and Latin American armies. 2. Experience in dealing with Caribbean Islands and Latin American armies. 3. Demonstrated effective and sustained working relationships with Caribbean Islands and Latin American armies. 4. Detail knowledge concerning current relationships between the United States, Caribbean Islands, and Latin American Governments and armies as it relates to renewable energy technologies. 5. Knowledge and experience in dealing with leaders of Caribbean Islands, Latin America and the leaders of their armies. All capability statements must be received by Monday, 31 August 2009, 12:00 p.m. Eastern Standard Time.
