Description
The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends tomodify contract N66001-06-D-5021 with Science Applications InternationalCorporation of San Diego, CA in order to increase the estimated level of effortby 58,017 labor hours. The contract was competitively awarded as a singleaward on 01 February 2006 against solicitation N66001-06-R-5021 with a 5 yearperiod of performance for 390,750 labor hours. The effort under this contract has exceeded expectations and is averaging112,672 labor hours per year. With the contract rapidly approaching ceiling, acomprehensive follow-on competitive acquisition with multiple awards isplanned in FY 2010. While the current contract has sufficient time remaining,aceiling increase is needed to provide continuation of support until thefollow-oncompetitive action is awarded. The Government intends to increase the ceilingby 58,017 labor hours. It is expected that the ceiling increase will satisfyprogram requirements for one year, which is the anticipated timeframe requiredto award the new competitive contracts. If the ceiling of this contract is not increased, the Government will bewithoutessential services that provide Research, Development, Test and Evaluationservices and technical engineering services. Interruption of these serviceswould result in unacceptable delays in meeting critical development milestonesand operational capability deployment dates. This notice of intent is not a request for competitive proposals or quotes;however, all responsible sources may submit a capability statement which willbe considered by the Government. A determination by the Government not tocompete based upon responses to this notice is solely within the discretion ofthe Government. Authority for other than full and open competition is 10U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no othersupplies or services will satisfy agency requirements.
