- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. We have the need to procure services for analytical instrumentation maintenance in accordance with the attached Performance Work Statement pending service contract approvals. If the approval is not obtained prior to the end of the fiscal year (30 September 2009) the requirement will be canceled. The applicable NAICS code is 811219 with at size standard of $7M. This is a total small business set-aside. Payment will be made by the Defense Financial and Accounting System (DFAS); therefore, you must be registered in the Central Contractor Registration (http://www.ccr.gov/), as well as, Wide Area Work Flow (https://wawf.eb.mil/). Award shall be made to the most technically acceptable, low price proposal. All bids will be evaluated based on price as long as the items meet the specifications listed on the attached Performance Work Statement. You shall submit commercially available literature that demonstrates all of the capabilities listed on the Performance Work Statement are met. From the Federal Acquisition Regulation (FAR), the following provisions and clauses are applicable to this solicitation: FAR 52.212-1, 52.212-3, 52.212-4, and 52.212-5 with applicable items 52.219-6, 52.219-28, 52.222-19, 52.222-21, 52.222-26, 52.222-36, and 52.232-33. From the defense Federal Acquisition Regulation Supplement (DFARS), the following provisions and clauses are applicable to this solicitation: DFARS 252.232-7010, and 52.212-7001 with applicable items - 252.232-7003, 252.225-7036. Your proposal information and commercial literature shall be submitted electronically to jennifer.brown20@us.army.mil or by facsimile to 575-678-4975 Attn: Jennifer Brown no later than 3:30pm MST 01 September 2009. Proposals shall include all charges that will be invoiced for (i.e. shipping/freight). Your companys tax identification number, DUNS number, and amount of delivery days (if applicable) will need to be indicated somewhere on the proposal. Price proposals should be valid for 30 days from the date of submission and specify when they expire.
