- Arcata Associates, Inc. has a requirement for four (4) each PSIM-200-001,Programmable Dual_stream PCM Simulator, IRIG B Output, four (4) each S3k-101-02,Multi-BNC Pigtail Cable.Arcata Associates, Inc. intends to purchase the items from Wyle Telemetry Data SytemsDivision 44417 Pecan Court California, MD 20619. Wyle Laboratories Telemetry Data SystemDivision is the only responsible source which is capable of satisfying the agency'sunique need for the following reasons:Wyle Telemetry and Data Systems Division designed, built, and extensively tested theSimulators specified. Wyle Telemetry and Data Systems Division possesses the detailedknowledge for all aspects of the telemetry simulation system, which is unavailable toanother firm. Wyle Telemetry and Data Systems Division owns the unique detailed designdrawings and has personnel with the knowledge and history to accurately characterize thetelemetry system. The personnel and drawings are of critical assistance introubleshooting problems and proposing solutions to problems as they arise. The originaldesign and modification drawings are proprietary to Wyle Telemetry and Data SystemsDivision and thus unavailable to any other company. Wyle Telemetry and Data Systems Division, as the sole producer of the Simulator specifiedhas the unique tooling, facilities, data and engineering support organization required toproduce this unique telemetry processing system. Due to the proprietary nature of theintellectual property, Wyle Telemetry and Data Systems Division is the only firm that canprovide these required services and materials.Schedule risk and cost will be significantly reduced through the utilization of equipmentidentical to that currently used by the WATR. The time and cost of a detailed technicalanalysis of the capabilities provided by the Wyle Simulator will be avoided. The timeand cost of the development of a very precise specification based on the technicalanalysis will be avoided. The time and cost of a comparison of these capabilities toalternate potential solutions will also be avoided.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. PacificStandard Time time on August 28, 2009.Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
