- Statement of Work Solicitation Document. Wage Decision CA36 August 21, 2009 Notice to Offerors: This project is subject to funds availability. No award will be made under this solicitation until sufficient funds are available. The Government reserves the right to cancel this solicitation, either before or after the proposal due date. Contractor shall furnish all plant, labor, equipment, tools, materials, supplies, supervision, testing, and any incidentals necessary to upgrade and test (EFI&T) fiber optic infrastructure with associated MHDS from MH 110A to MH 273 and fiber connectivity from MH 273 to Building 1290. The contractor is required to EFI&T all associated equipment required to provide a turn-key solution to establish the fiber connectivity from Bldg 1220 to Bldg 1290 Fire Station. The contractor is also responsible for all associated allied support required to accomplish the tasks. The contractor shall also provide a solution and optional pricing for each of the options listed in the SOW referenced hereafter and attached. Proposal Option1: The contractor shall provide optional solution and pricing to provide fiber connectivity from Bldg 2313 to the following buildings: Bldg 2321, 2306, 2312 and 2308. Proposal Option 2: The contractor shall provide optional solution and pricing to provide fiber connectivity from Bldg 2404 to the following building: Bldg 2303. Proposal Option 3: The contractor shall provide optional solution and pricing to provide fiber connectivity from Bldg 470 to the following buildings: Bldg 457, 440, 423, 420, 100, 356 and 1220. Proposal Option 4: The contractor shall provide optional solution and pricing to provide fiber connectivity from Bldg 2404 to the following buildings: Bldg 467 and Bldg 468. Proposal Option 5: The contractor shall provide optional solution and pricing to expand the existing MHDS by installing a new MH 50A, 25 feet away from existing MH 50 (currently saturated). Proposal Option 6: The contractor shall provide optional solution and pricing to expand the existing MHDS by installing 4-4" conduits from MH 303A to MH 303, MH 302-MH 301-MH 300-MH 50. (CITS ANG ITS program will install 2-4" conduits from MH 303 to MH 302). Proposal Option 7: The contractor shall provide optional solution and pricing to expand the existing MHDS by installing 4-4" conduits from MH 303A to MH 303, MH 302-MH 301-MH 300. (CITS ANG ITS program will install 2-4" conduits from MH 303 to MH 302). This option is only implemented if Option 5 was elected. Since Option 5, handles the path from MH 300 to new MH 50A, this will not be necessary in this Option (Option 7). Proposal Option 8: The contractor shall provide optional solution and pricing to provide innerduct installation from MH 110A to MH 273 via new MH 116A, new MH 117A, MH 268, MH 269, MH 270, MH 271, MH 272). See Sketch 1 and Table 10 for reference. The work is to take place on March ARB, CA 92518. This acquisition is unrestricted, all responsible sources will be encouraged to submit a proposal. The NAICS code for this acquisition is 237130 and the small business size standard is $33.5 million. The magnitude of this project is between $500,000 and $1,000,000. Performance time shall not exceed 240 calendar days after issuance of the Notice To Proceed (NTP). All responsible sources may submit a proposal to be considered. No paper copies of the solicitation will be provided. The solicitation due date is September 24, 2009 1530 PDT., with anticipated award date on or about September 30, 2009. In accordance with FAR 52.236-27 all offerors are urged and expected to inspect the site where the work will be performed. One site visit will be conducted on September 1, 2009. Access to the site will be limited to the organized site visit only. Please refer to the solicitation for site visit details. The government contemplates award of a Firm Fixed Price contract to the responsible offeror whose proposal conforms to the requirements of the solicitation and is most advantageous to the Government. Contractors must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 in order to receive award.
