- Description
- The Food and Drug Administration intends to award a Purchase Order for Ionscan-LS HPI System w/Autosampler. The requirements will be awarded using Simplified Acquisition Procedures in accordance with FAR 13.5. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is FDA-09-223-SOL-00246. This solicitation is issued as Request for Quote (RFQ). The Associated North American Industry Classification System (NAICS) is 334516. Contract Type: Commercial Item-Firm Fixed Price. All responsible sources may submit a quote which shall be considered. The Food and Drug Administration is soliciting the following items: 1. 4815657 IONSCAN-LS HPI SYSTEM w/AUTOSAMPLER: - IONSCAN-LS Ion Mobility Spectrometer - Autosampler, 120-vial - High Performance Injection System - Start-up Kit: Maint and Spares Kits - IM Station Software - Manuals: Quick start Guide, User Guide, Software Manual - IQ/OQ Documentation and Execution - Shipping and Handling - Includes Desktop Computer - One day of installation and one day of hands on training for up to three people at the customer facility - Includes 2 days of equipment training for 2 people at vendor sites 2. 049-4542 IonScan LS w/AS-HPI Maintenance Agreement - IonScanLS w/AS-HPI Maintenance Agreement 1yr 3. 6810902 Consumables Kit Basic Accessories - Shipping Cost Company must be registered in Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR website at http://www.ccr.gov. The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The following addenda have been attached to this solicitation: None. The provision at FAR 52.212-2 Evaluation-Commercial Item is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (1) of that provision are as follows: (i) Technical capability of the items offered to the Government requirement. (ii) Price. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other technical factors considered. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure information is available, vendors must furnish as part of their proposal all descriptive materials necessary for the Government to determine whether product meets the technical requirements. The Government reserves the right to make an award without discussions. The provision at FAR 52.212-3, Offeror Representation and Certification-Commercial Items, applies to this acquisition. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues of Executive Orders-Commercial Item applies to this acquisition. The following additional FAR clauses citedd in this clause are applicable: 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.225-1; 52.232-13; and 52.232-34.
