Description
The U.S. Geological Survey (USGS), Water Resources Division, Branch of Regional Research, requires the purchase of a Perkin Elmer Life and Analytical Sciences for a Series 200 High Performance Liquid Chromatograph (HPLC). The USGS - Water Resources Division, Branch of Regional Research previously purchased an ICP-MS in FY 2007 and installed it last year in the Building 15 Mercury Clean Room Laboratory (M-2053). The HPLC will be used as an inlet system for the existing ICP-MS. The ICP-MS measures trace elements in the part per billion range, and currently serves several projects in the building. The Addition of the HPLC inlet system will allow researchers to not only quantify low concentrations of important elements (such as mercury, selenium and arsenic) but to additionally determine speciation of these and other metals. This will greatly increase the capacity of an already powerful research tool by making it useful to more research projects in Menlo Park, California, and potentially the entire state of California. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b) (1) to Perkin Elmer Life and Analytical Sciences. The requested HPLC system is not a stand alone, but rather is an integrated inlet system for existing equipment (ICP-MS). Perkin Elmer supplies the interface kit required to connect the HPLC to the existing ICP-MS. No other manufacturer's equipment can be thusly connected. Additionally, Perkin Elmer's Chromera software is already installed on the ICP-MS, and is required to run the combined HPLC-ICP-MS. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. This notice is provided for the reader's convenience to highlight certain requirements found in the RFQ, but is not a part of the RFQ document. Please refer to the RFQ itself for the full details of any requirement. This notice and any resulting contract or order conforms to the requirements in place through FAC 05-36 (effective 11 Aug 09).
