- Description
- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation notice is to notify potential offerors of a solicitation that will be issued. The work is as follows: The contractor shall furnish all labor, management, supervision, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide fire protection systems maintenance, repair, alteration, demolition, and minor construction services for Commander Fleet Activities Okinawa Japan. Work location is White Beach, Tengen Pier, Kadena AB, Kin Red Beach, Camp Shields, and Awase Communications Site, Okinawa Japan. The work is to be provided by means of a combination Firm Fixed Price/Indefinite Quantity type of contract with one base year and four option years. Source Selection procedures will be used to select the proposal that provides the best value to the Government. The solicitation and resulting contract award will be a performance based service acquisition made to the responsible offeror whose proposal, conforming to the Request for Proposals (RFP), will be advantageous to the Government price and other evaluation factors considered. This solicitation will be awarded to the lowest priced technically acceptable offer. All responsible offers will be evaluated. The offeror's proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The evaluation factors are: Factor A - Past Performance, Factor B-Technical Experience/Qualifications, Factor C-Management and Safety Plan, and Price. The evaluation cumulative rating of the technical factors is of equal importance to price. The total contract term, including the exercise of any options, shall not exceed 60 months. The Government has the right to exercise options. The North American Classification System (NAICS) is 561621. A site visit will be scheduled and information will be posted in the solicitation. The solicitation, amendments, drawings, and maps will be available in electronic format only and will be posted on the Asia Navy Electronic Commerce Online (NECO) website on or about 14 September 2009. The estimated proposal due date is 01 October 2009. No electronic submissions are authorized. All dates are tentative and subject to change. The site address is http://asia.neco.navy.mil. Notifications of any updates or amendments to the solicitation will be posted on the website only. Contractors are encouraged to register on the Asia Neco website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES AND/OR AMENDMENTS. All prospective contractors are required to register in the Central Contractor Registration (CCR) database. Failure to register in CCR will make an offeror ineligible for award.
