- In accordance with FAR 5.101(a)(1), this is a notice of intent to award a sole-source contract and is not a request for proposals. The 316th Contracting Squadron, Andrews AFB, MD, intends to make a sole source award to DTN/Meteorlogix, to provide data for our RADAC 2100 and Storm Sentry systems to include: 0001 - AviationSentry Online CFD Edition (6-user license): Includes Alert Manager &WINS Lightning Data 100 Mile Radius (re-transmission) (5-users) NEXRAD RADAR, plus regional & CONUS RADAR Mosaics US & International I/R Satellite Imagery Significant Weather Graphics, Tropical Weather Aviation Graphics Package Route Weather Planning. QTY: 12 Each. 0002 - Lightning Manager National Coverage (1-user license) (New service): Includes Lightning Manager to be used by one current licensed user of AviationSentry Online CFD Edition QTY: 12 Each. 0003 - AviationSentry Satellite Network (4-user license) Satellite Back-up: Includes Alert Manager, Lightning Data 100-Mile Radius (re-transmission) NEXRAD RADAR, plus regional & CONUS RADAR Mosaics US & International I/R Satellite Imagery Significant Weather Graphics, Tropical Weather Aviation Graphics Package Route Weather Planning. QTY: 12 Each 0004 - StormSentry Satellite (3-user license): Includes Alert Manager, Lightning Data 100-Mile Radius (re-transmission), Storm Tracking and Distance Measurement Tool. QTY: 12 Each The North American Industry Classification System (NAICS) code for this acquisition is 511210. The resulting contract will be a firm fixed price purchase order. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(a)(2)(iii) "Only one responsible source and no other supplies or services will satisfy agency requirements." THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued; however, in accordance with FAR 5.207(c)(15)(i), all responsible sources may submit a proposal which shall be considered by the agency. THE GOVERNMENT IS NOT RESPONCIBLE FOR THE COST OF ANY PROPOSALS OR THE PREPERATION THEREOF. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. If no affirmative written response is received within 15 calendar days after publication of this synopsis, a sole source purchase order will be issued to DTN/Meteorlogix.
