- The Marine Corps Systems Command, Program Manager for Training Systems intends to award a sole source contract under the authority of FAR 6.302-1 (a)(2) to Saab Training USA, to acquire technical support and expertise for upgrade planning, development, management, and use of Force-on-Force (FOF) instrumentation and software for the Tank Weapons Gunnery Simulation System (TWGSS) and Precision Gunnery System (PGS) in support of Combat Vehicle Tactical Engagement Simulation Systems (CV-TESS). Saab Training USA is the manufacturer of the TWGSS and PGS systems and its associated software. Therefore, all software and data is considered propietary. The proposed contract action is for services and end items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, interest received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Each response received will be used at the sole discretion of the Government to determine whether or not to compete the requirement. All respondents must be registered in the Central Contractor Registration (CCR), and have a valid DUNS number, Cage Code, and Tax Identification Number. All responses must be written and sent via electronic mail to sandi.brubaker@usmc.mil. Government will not accept telephone inquiries or responses.
