Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a market search to determine potential sources in preparation for a future procurement. The EPA Office of the Science Advisor is in the early planning stages for a requirement for a contractor to provide a multiple pollutant, multiple media (MPMM) workstation to do evaluations of exposure to humans using currently available, peer reviewed models (copyrighted, patented and/or open domain). Computational modeling and informatics tools including databases, demonstrations, and evaluations that can be used to make and support integrative risk assessments are required. These tools are to be delivered in a customized, user-oriented platform for use by EPA staff that will facilitate their operational application to a range of exposure studies to inform risk assessments. Such tools may make it possible to apply approaches in forward and inverse exposure modeling for single or multiple pollutants and for multiple pollutant exposures to characterize and evaluate issues in risk assessments for multimedia, multiexposure environmental toxicants. EPA proposes to use the operational system for daily use models and the computer workstation to facilitate operational modeling of cumulative and aggregate exposures and doses for risk assessments. The successful contractor shall provide all necessary labor, materials, services, equipment and facilities in support of the efforts delineated by the performance work statement (PWS). Services to be performed include supplying a modeling environment on a workstation which can address MRMM for a variety of exposures (dermal, oral, inhalation) and for a number of pollutant types, and for combinations or multiple pollutants and their exposures. Specific areas to be addressed in the capability packages submitted by respondents are as follows: (1) provide background information supporting the technical qualifications of personnel/principal investigators; (2) provide a listing and description of relevant referenced journal articles or reports of peer review panels on models; (3) provide a history of prior work that is related to the subject matter of this project; (4) provide a short technical approach description for the workstation system and models. It is anticipated that the contract will be firm fixed priced with a two-year performance period. The applicable NAICS code is 541690, `Other Scientific and Technical Consulting Services? with a size standard of $7.0 million in average annual receipts. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm?s ability to perform the requirement described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. The EPA reserves the right to set this action aside for small businesses.
