Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W45CM191978200 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 with a small business size standard of 750.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-08-31 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Hood, TX 76544 The USA ACA Fort Hood requires the following items, Meet or Exceed, to the following: LI 001, E-Centron Stand Alone Tower, environmental monitor allows unlimited number of users to access the system via web browser software from PCs or smart phones. Licenses for up to 16 inputs and includes powerful Centron SQL software. Centron SQL offers an industry standard SQL database, customizable Crystal Reports, independent logging rates for each new input, maximum logging rate of one minute, scalable map and graphical input status report, extended 21 CFR11 security module with 21CFR11 review and approvals. Includes an internal CDRW with Autobackup software and approximately 4 hour battery backup., 1, EA; LI 002, License for 16 additional inputs on Centron System., 3, EA; LI 003, 17" LCD Monitor, Keyboard, Mouse, and black and white laser printer package sold as option with tower units., 1, EA; LI 004, V2 2.4 GHz Direct Sequence Spread Spectrum wireless Coordinator, Connects directly to Centron, Satellite or VirtualNode to PC via USB port. Picks up signal from V2 transmitter. Takes power from Node. Battery backup time of Node will be reduced to approximately 3.5 hours. (Note: Requires Centron SQL software Build 1012 or higher), 1, EA; LI 005, V2 2.4 GHz Direct Sequence Spread Spectrum Universal wireless tranmitter for 1 input. Transmitters accept any type of industry standard sensor and provide 12 bit analog to digital conversion accuracy. Transmitter also buffers 7 days of reading history recorded at 5 minute intervals. Battery or AC powered. When AC powered, transmitter becomes router for other semsors. When operating on battery, typical battery life is approximately 1.5 years. Transmitter has low battery alarm. (Note: Requires CentronSQL software Build 1012 or higher), 22, EA; LI 014, Windows Software Map, 1, EA; LI 015, Validation Kit for Centron with Centron SQL Software, 1, EA; LI 016, Single Phase Installation includes: One site visit to wire, install, program, configure, validate, and train users on the operation of the system., 1, EA; For this solicitation, USA ACA Fort Hood intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Fort Hood is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
