Description
The United States Army Contracting Command, Joint Munitions & LethalityContracting Center, Picatinny Arsenal, New Jersey 07806-5000 on behalf of the Office of Project Manager Shoulder Fired Weapons, intends to issue a competitive solicitation, for immediate procurement of a Cannon Caliber Training System for the U.S. Special Operations Command (USSOCOM) Multi-Role Anti-Armor Anti- Personnel Weapon System (MAAWS). The current MAAWS program is the Non- Developmental Item (NDI) acquisition of the Saab Bofors Dynamics Carl Gustaf 84mm recoilless rifle system. The U.S. Government does not own data rights to the system. USSOCOM has a requirement for a Sub-caliber Training System consisting of a Cannon Caliber round of ammunition and a re-usable adapter to allow firing from the 84mm M3 Carl Gustaf recoilless rifle. The Cannon Caliber round must replicate the trajectory and crosswind behavior of a currently fielded tactical round for ranges up to 300m (Threshold) or 500m (objective). The adapter must allow firing of the cannon caliber round inside of the M3 84mm Carl Gustaf weapon using the existing M3 firing mechanism. The adapter must be adjustable to allow bore-sighting with M3 Carl Gustaf sighting systems including night vision equipment. A barrel life of 10,000 rounds is desirable. When fired, the training system must produce a signature approximating an 84mm round within established noise and blast overpressure limits for training firing. It is desirable that the system require no modification to the M3 Carl Gustaf recoilless rifle. Because the Government does not own data rights to the Carl Gustaf system, potential offerors must request required weapon and ammunition trajectory data from Saab Bofors Dynamics AB, Karlskoga, Sweden. The system must be capable of being rigged for airborne and submersible operations in accordance with existing service procedures. The system must be sufficiently rugged to remain safe, operational and effective following exposure to the rigors normally associated with military training exercises, including air delivery and salt water submersion.. A five-year, Firm Fixed Price Indefinite Delivery Indefinite Quantity contract, for fiscal years 2010 through 2014, is anticipated for this acquisition. The solicitation will be for the manufacture, assembly, inspection, packaging and delivery, of quantities ranging from 5 - 500 units per year, for the adapter and 200 5000 per year for ammunition. Bid samples of one (1) adaptor and twenty (20) rounds of ammunition will be required and made part of the evaluation and source selection process. The government reserves the right to procure any, or all, of the items listed above at any time within the contract performance period (FY 2010 to FY 2014). Specific performance requirements and attributes of the Training System will be released as part of the solicitation. A competitive Request for Proposal and Bid Sample will be posted on Fed Biz Opps on or about September 15, 2009. This date is an estimate and is subject to change/amendment. Offerors proposals, along with Bid Samples, will be required within sixty (60) days from issue date of the RFP.
