- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W81K00-09-T-0442 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This acquisition is set-aside 100% for small business under NAICS code 511210, Size Standard $25 Million. FAR provisions and clauses in this solicitation may be viewed at http://www.arnet.gov/far/. DFARS clauses may be viewed at http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The requirements in this solicitation: 1. Focal 4D Software Application, Qty 1 pkg. to include on-site installation, service or systems administration and 1 year warranty. Vendors offering other than the brand name product shall meet or exceed the following Salient Characteristics: 1. Software Application must allow DICOM import/export of CT, respiratory correlated CT, MR, PET, Nuclear Medicine images, radiotherapy structure sets, and radiotherapy plans. 2. Software Application must allow user to navigate, visualize, and process 4-dimensional data utilizing Siemens Somatom, GE Lightspeed, Toshiba Aquilion and Philips Brilliance scanners. 3. Software Application must allow for automated registration of 4D data and contour propagation among image sets. 4. Software Application must allow for copying and pasting of structure sets across image sets. 5. Software must update contours in real time to other planar views. 6. Software must create 4D motion volumes automatically from the envelope of structures that constitute the tumor volume on multiple respiratory correlated image sets with automatic margins for the planning target volume. 7. Software must include multiple viewing options including cine view and variable window formats and side by side layouts of all image sets. Delivery date is within 30 days after receipt of order. Place of delivery and acceptance is Brooke Army Medical Center, 3851 Roger Brooke Dr, Ft Sam Houston, TX 78234-6200. FOB destination is preferred. FAR provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov/. Confirmation of CCR registration will be validated prior to award. Vendors shall comply with FAR 52.211-6, Brand Name or Equal, if submitting other than the Brand Name product. Offers will be evaluated according to 52.212-2. Evaluation factors at 52.212-2 (a) are price and (b) conformance to salient characteristics outlined in this solicitation. (Lowest Price Technically Acceptable) Vendors shall include a completed copy of FAR provision 52.212-3 as outlined therein.
