- Justification and Approval Performance Work Statement THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Mission Installation Contracting Command at White Sands Missile Range, NM hereby gives notice of its intention to award a sole source purchase order to New Mexico Institute of Mining and Technology, 801 Leroy Place, Socorro, NM 87801-4681 to acquire scientific and engineering/technical services in support of WSMR's 3D-Lighting Mapping Array (LMA) System in accordance with the attached Performance Work Statement. This announcement constitutes the only notice; however, the government will review any proposals received within five business days after date of publication of this notice. The Government will not be responsible for any cost incurred in preparation of any proposal. Responsible sources may submit a proposal by close of the notification date 27 Aug 09. No solicitation document is available and telephone requests for information will not be honored. The NAICS code for this requirement is 541990 and the size standard is $7.0M.
