Description
The U.S. Army Research, Development & Engineering Command Contracting Center (USA RDECOM), Natick Contracting Division (NCD), in support of the Modeling & Analysis (M&A) Team Technology, Systems & Program Integration Directorate (TSPID), Natick Soldier RDEC intends to conduct negotiations and award a contract to a small business, Technology Solutions Experts, Inc., on the basis of other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Regulation 6.302-1, 10 U.S.C. 2304(c)(1), Only one responsible source and not other supplies or services will satisfy agency requirements. This acquisition requires systems maintenance and support pertaining to the development and use of the Infantry Warrior Simulation (IWARS). The specific work pertains to maintaining IWARS compatibility with current operating systems, maintaining ability to utilize changing hardware capabilities, maintaining Soldier performance databases needed to support model development and analysis, developing training manuals, training and IWARS systems documentation supporting maintenance and interoperability. These requirements are driven by the success of the Infantry Warrior Simulation and Data Access and Retrieval Tool development and their subsequent approval and adoption by numerous agencies within the Army and DoD, in addition to international partners. This notice of intent is not considered a request for competitive proposals and an RFP will not be issued. Interested parties may submit information for consideration by the Government to Peggy.Dube@us.army.mil no later than 10:00 AM. EST on Wednesday, September 2, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. See Note 22. Estimated award amount is $348,300.00.
