Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Newport Corporation, 1791 Deere Avenue, Irvine, CA 92606. The reference number NHLBI-PB-(HL)-2009-225-DDC. The items to be purchase is: (1) DeepSee UPG, quantity one (1) each, (2) LD (Low Dispersion) Option, quantity one (1) each. The system specifications consist of the following: a.Wavelength range: 700 – 970 nm b.Input pulse width: 100 fs to 500 fs c.Bandwidth: 10 - 50 nm d.GVD compensation range (without LD option): -8,900 fs˛ to -24,500 fs˛ at 800nm e.Beam deviation throughout the tuning range:<100 µrad/100 nm. Wavelength tuning: automatic with calibrations files stored for different objectives/imaging conditions f.Physical Dimensions: not larger than 12” (w) x 14”(l) x 10”(h) The Government’s estimated expected delivery date is 30 days after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The sole source is based on the fact that the existing Spectra-Physics MaiTai broadband Ti:sapphire laser serial number 1602, Property ID 01643216 in the Ultrafast Laser Microscopy facility produces ~100 fs wide pulses. When these pass through the various lenses, polarizers and mirrors of the multiphoton microscope, GVD (group velocity dispersion) spreads the pulses to over 200 fs, reducing their effectiveness in the microscope by half. The new image collection techniques demand more light to be excited in the sample. Only Spectra-Physics makes a “DeepSee” compensator that is warranted to fully pre-compress the pulses from their MaTai products in seamless coordination with the automatic wavelength changes of the existing laser directed by the laboratory. This laboratory experiment frequently calls for laser wavelength changes so such integration is critical to overall system usability. The manufacturer guarantees the beam deviate less than 100 µrad/100 nm in each axis from the initial target of the MaiTai laser as wavelength varies from 700 nm to 970 nm, and the LD option is needed to be made specifically compatible to work with this system. This requirement is under the North American Industry Classification System (NAICS) 334516 Analytical Laboratory Instrument Manufacturing, Size Standard is 500 employees. The Small Business Set-Aside does not apply. Market research conducted by the Government has determined that DeepSee is available from only one source and has determined that there is no reasonable expectation of receiving offers from two (2) or more small businesses. The delivery and acceptance is F.O. B. Point is Bethesda, Maryland. The Government’s estimated expected delivery date is 30 days or sooner after receipt of the purchase order. The reference number NHLBI-PB-(HL)-2009-225-DDC. Industry Classification (NAICS) Code is 334516 Analytical Laboratory Instrument manufacturing, Size Standard is 500 employees. The Small Business Set-Aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement, within five (5) calendar days from publication date of this synopsis or by August 29, 2009 at 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
