- This is a combined synopsis/solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6 using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICIATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on NECO (http://www.neco.navy.mil/). The RFQ (Request for Quote) is N00189-09-T-0547. FISC Norfolk Contracting Department - Norfolk Office intends to purchase the following item, 24 Containers, 3M Performance Fluid 3.25 Gallon, 6840-FF-N04-2832, P/N: PF-5080. 3M Company is the sole producer of the PF-5080 3M Performance Fluid and it is the only product that has been qualified for making a Navy qualified aluminized thermo baric explosive, as it does not react with aluminum powder. Delivery will be 31 August 2009, FOB Destination to Yorktown, VA 23690. At a minimum, responsible sources shall provide the following: a price proposal on letterhead or a SF 1449 which identifies the requested items, with their unit prices, extended prices, total price, prompt payment terms, remittance address, Tax I.D. #, Duns #, and Cage Code.
