This procurement is suitable for competitive acquisition, however requires engineering source approval by the design control activity. Any manufacturer, other than Blair Industries, Inc. (Cage S5495) P/N 74A410544-1001, wishing to submit a proposal on this item must submit a complete source approval request (SAR) information may be found via http://www.dscr.dla.mil/sarguide.doc. This solicitation will result in a Firm Fixed Price, 100% Small Business Set-Aside contract for 1120 each. This item is subject to Critical Safety Item, Critical Application Item, and Configuration Control. Contractor First Article Testing and Production Lot Testing apply. The First Article is due 292 days from date of award. Production line item delivery is 292 days after first article acceptance. FOB is Destination; Inspection and Acceptance is Origin. Delivery for this procurement will be DIRECT DELIVERY. Automated Best Value System (ABVS) and Past Performance Automated System (PPIRS_SR) apply. Price and ABVS score will be equally weighted. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. This request is for a written quote. Please submit offers in writing. The solicitation issue date will be September 8, 2009 with a closing date of October 8, 2009.
