- This is a combined synopsis/solicitation for commercial brand-name equivalent software maintenance in accordance to FAR 12.603, as supplemented with the additional information included in this notice. U.S. Department of Education, Office of Federal Student Aid is soliciting a brand-name equivalent product with similar features and functionality to the TransFormer software described below, which is being requested to satisfy the agency's requirement. FSA has a need for a software product renewal to support its Systems Operations & Aid Delivery Management services (SOADM) and Debt Management and Collection System (DMCS). FSA DMCS Requirements The desired software shall have the following functionality and capabilities: • Must be a COTS product and Section 508 compliant. • Compatible with IBM 2086-320z/OS 1.9 • Executes feed input data print file and calls CODE 1 Plus (Software products for DMCS) to perform address cleansing (matched or no match) • Executes presorting mail procedures • Executes Sort & Print output from Mailstream procedures • Separates mail out into two files: Automation (matched, discount) or None Automated (no match or discount. • Must provide installation support and ongoing customer service. • Cost Effective Brand Name Product Features Bowe Bell + Howell TransFormer (TransFormer MVS Full Function Software) is a flexible document enhancement tool that enables customers to take best advantage of the capabilities of their mailing equipment and software solutions. Provides the most flexible and cost-effective solutions for enhancing print and electronic output without modifying existing application programs. TransFormer also works with the output generated by an organization's existing applications and provides users with the ability to enhance, reformat, or redesign digital output whether it will be printed or delivered electronically. It allows companies to benefit from savings in time and money more readily than ever before. TransFormer includes interface methodology that works with any software used for address cleansing, postal presorting and manifesting. It uses a universal process to interface with postal software solutions from any vendor which allows low-volume mailers to use it to earn USPS workshare discounts with less time, cost and effort. FSA utilizes TransFormer software to format the DMCS Letters that are mailed to borrowers and to and to sort mail out into two files (Automated and None Automated). Although the government is most interested in identifying small business sources, this solicitation is not a small business set-aside. Interested parties shall submit their response via electronic mail to the identified contacts in Adobe PDF or MS Word format and shall include the following: A. Quote for the purchase of new licenses of proposed product maintenance cost estimated for conversion from current to proposed software. B. 30-Day demo copy of the proposed product at no cost to the government C. Comparative matrix of features and functionalities between proposed product and TransFormer product (Maximum of 5 Pages) Responses to this notice shall be sent to Ms. April West at April.West@ed.gov and Ms. Dega Hussen at Dega.Hussen@ed.gov. All interested parties must respond by the due date and time. No extensions or exceptions will be granted.
