- This Pre-solicitation notice is to advertise that the Louis Stokes Cleveland Department of Veterans Affairs Medical is seeking potential sources to provide on-site maintenance service of government-owned beds at the Brecksville and Wade Park facilities, located at 10000 Brecksville Road, Brecksville, Ohio 44141 and 10701 East Boulevard, Cleveland, Ohio 44106, respectively. Maintenance shall consist of preventative maintenance inspections (PMI's), incoming inspection for newly acquired replacement/additional beds, as required manufacturer hazard recall corrective action, intervening repair services and installation of patient helpers for all Government owned hospital beds and stretchers The contractor will be responsible for certifying that the systems meet or exceed all Joint Commission requirements and standards. All work shall be performed by competent personnel with a minimum of two (2) years of documented experience or factory training that would qualify an individual to perform service on equipment listed on the contract. Beds will move from ward to ward and between divisions. The overall number and type of beds is likely to change during the contract period as new beds are purchased, additional areas open or the level of care changes (See attachment A). The primary purpose of this notice is to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. VA-250-09-RQ-0280 for commercial services will be issued on or about August 28, 2009 with a closing date on or about August September 17, 2009. THIS REQUIREMENT SHALL BE FOR FULL AND OPEN COMPETITION. The North American Industrial code (NAICS) for this procurement is 811219 ($6.5 million per Annum). This will be a Firm Fixed Price, contract. The expected period of performance is the date of award through September 30, 2010, with four pre-priced option years. Telephone or faxed requests for information pertaining to this solicitation will not be accepted, nor will electronic bids. Offerors are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments. In addition, FAR 52.219-14 Limitations on Subcontracting, states that at least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. Responses to this pre-solicitation notice will not sufficient, an offeror must respond to the solicitation.
