- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The government anticipates awarding this on a sole source basis to MTD Systems LLC, 425 Allegan Cr., San Jose CA. The MTD Sentry is presently installed at The Pentagon Channel (TPC), and is proprietary to the company. The MTD Sentry device health monitoring system software, real-time status display, and web interface reporting tool is a crucial aid to daily maintenance actions and trend analysis of TPC mission essential equipment, systems and network. Solicitation/synopsis reference number HQ002892108600 is being issued as a Request for Proposal (RFP) and incorporates the following with the word “quoter” substituted for “offeror”. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-35 effective 14 Jul 2009 and DFARS Change Notice 20090721. (1) FAR 52.212-1 (Instructions to Offerors – Commercial Items) (JUN 2008): (a) Re para (a): NAICS 518210; small business size standard is $25M. (b) Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time of contract award and throughout the performance period. (2) FAR 52.212-2 (Evaluation – Commercial Items) (JAN 1999) with the following insertion in para (a) “lowest priced technically acceptable quote with acceptable past performance.” Technical evaluation will be whether quoted items satisfy all required technical specifications contained in CLINs 0001-0005 below. Technical specifications for quoted items MUST accompany the offeror’s bid submittal. (3) QUOTATIONS MUST BE RECEIVED NOT LATER THAN 2:00 PM PACIFIC TIME 02 SEP 2009 IN ORDER TO BE CONSIDERED.
