- The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to negotiate a Firm Fixed-Price contract and will utilize procedures under FAR Part 13 Simplified Acquisitions for phone service for the Commanding Officer, NROTC Unit located at the University of Minnesota, Minneapolis, MN. The NAICS code applicable to this procurement is 611310. The size standard is $6.5M. The period of performance consists of a base period of one (1) year with four (4) twelve-month option periods. The anticipated start date is 01 October 2009. This requirement is sole source to the University of Minnesota - NTS dba Networking & Telecommunications. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form at the NECO Website as follows: http:// www.neco.navy.mil.. By submitting a quote, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
