Description
NAICS Code: 813920The U.S. EPA, Office of Water, Technical Support Center in Cincinnati, OH intends to negotiate on a sole source basis with the American Water Works Association to develop a guidance document for use by drinking water system operators based on receipt of two (2) items. One item will be the base amount for the initial order and the second item will be an optional item. In order to produce this guidance document, information needs to be obtained from Partnership for Safe Water (PSW) working committees. Therefore, conferencing training sessions will be conducted with PWS committee members to formulate the development of the self- assessment guidance documentation. The training sessions and development of the guidance document are highly specialized services because the process to optimize the performance of treatment facilities requires significant scientific and technical expertise to ensure that particles are removed and that water is disinfected to inactivate bacteria or other pathogenic microorganisms. Due to the technical nature of the training sessions and the guidance document development, the contractor responsible for this training must have: (1) instructors and facilitators with a scientific and engineering background on the optimization of drinking water, (2) knowledge of PSW and it's phased program; and (3) access to key PSW steering committee members and PSW drinking water utilities. The technical expertise of the training instructors, knowledge of the PSW, knowledge of drinking water distribution systems, as well as access to PSW steering committee members PSW drinking water utilities are essential to ensure that the training sessions and guidance documents are accurate and beneficial for use by drinking water distribution systems. This notice is not a request for quotations. EPA source research indicates the American Water Works Association is the only known contractor with the appropriate level of technical knowledge necessary to complete this project. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of completing such work. Any such documentation must be submitted within 15 days of electronic posting of this notice (before September 8, 2009 5:00PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541710.
