Description
This is combined synopsis/solicitation for a commercial brand-name equivalent software and maintenance in accordance to FAR 12.603, as supplemented with the additional information included in this notice. U.S. Department of Education, Office of Federal Student Aid (FSA) is soliciting a brand-name equivalent product with similar features and functionality to the SAS software described below., which is being requested to satisfy two of the agency’s requirements, the purchase of new SAS software and a renewal of existing SAS software currently in use by the Government. FSA has a need for a software product or package to support its Enterprise Risk Management Group (ERMG) and its processing of the Department’s Free Application for Federal Student Aid (FAFSA), which is managed by the Central Processing System (CPS) and Debt Management and Collection System (DMCS). FSA ERMG & CPS/DMCS Requirements The desired software shall have the following functionality and capabilities: • Must be a COTS product and Section 508 compliant.• Compatible with IBM 2086-320 z/OS1.9, IBM 2096-S02 z/9, and Laptops with power user configuration Intel Core 2 Duo CPU/4GB RAM • Must have advanced data manipulation and transformation capabilities • Must have advanced Analytical and Statistical tools • Able to access and interface with a wide variety of other databases • Contain advanced risk management and fraud analytical tools available • Provide a scalable, integrated software environment specifically designed for data access, transformation and reporting • Includes fourth-generation programming language • Ready-to-use data manipulation • Information Storage and Retrieval • Descriptive Statistics and Report Writing system • Ability to integrate analytical data from FSA’s disparate data sources • Implements best practice software asset management strategies that directly impact software pricing and budgets • Must provide installation support and ongoing customer service. • Cost Effective Brand Name Product Features • SAS Risk Analysis Software (OEM Part #s PC-ENT PKG5, PC-ENT ANP5) Since 1990, the GAO has placed student financial aid programs on its high-risk list for fraud, waste, abuse, and mismanagement. It was the Department’s goal of strengthening the financial integrity and internal controls that drove FSA’s decision to establish the Enterprise Risk Management Group (ERMG). SAS product is a scalable, integrated software environment specially designed for data access, transformation and reporting. It includes a fourth-generation programming language; ready-to-use programs for data manipulation, information storage and retrieval, and descriptive statistics and report writing. SAS will provide the ability to integrate analytic data from FSA’s disparate data sources. • SAS Asset Management/Software Analysis/Benchmarking/Asset Optimization Software (OEM Part #s (SAS-IBM-J-1-INT, SAS-IBM-J-11-INT, SAS-IBM-F-1-IND, SAS-IBM-F-3-INT) SAS is currently being used by FSA to help manage CPS and DMCS. SAS enables FSA’s CPS and DMCS business operations to perform daily operations and produce daily, weekly, and monthly reports which impacts contractor support. This is a required maintenance renewal for the SAS Asset Management, Software Analysis, benchmarking, and software asset Optimization Software which is essential in the continuous operation of CPS and DMCS. Instructions Although the government is most interested in identifying small business sources, this solicitation is not a small business set-aside. Interested parties shall submit their response via electronic mail to the identified contacts in Adobe PDF or MS Word format and shall include the following: A. Quote for the renewal of existing licenses and the purchase of new licenses B. 30-Day demo copy of the proposed products at no cost to the government C. Comparative matrix of features and functionalities between proposed product and SAS products (Maximum of 5 Pages) Responses to this notice shall be sent to Ms. April West at April.West@ed.gov and Ms. Dega Hussen at Dega.Hussen@ed.gov. All interested parties must respond by the due date and time. No extensions or exceptions will be granted. The Government shall evaluate based on lowest cost of software licenses and maintenance renewal.
