Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation, issued as a Request for Quotation; a written solicitation will not be issued. Solicitation Number H92242-09-T-0666 incorporates provisions and clauses that are in effect through FAC 2005-14, dated 22 November 2006 and DFARS Change Notice 20050930. The DPAS Rating for this solicitation is S1. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil. This requirement is Set-aside for Small Business. The NAICS code is 541690, the Size Standard is $6.5. The Naval Special Warfare Group Four (NSWG-4) requests responses from qualified sources capable of providing periodic maintenance and service requirements to maintain the Security System as outlined below at the Special Boat Team Twenty Two (SBT-22), located at Stennis Space Center, MS. 39529. NSWG-4 anticipates awarding a Firm Fixed Price Contract. CLIN 0001 Maintenance and Service to multi-system and Fire Alarm Inspection in accordance with NFPA 72. 12/Months Service from 01 October 2009 through 30 September 2010. Billing months in arrears. STATEMENT OF WORK THE CONTRACTOR SHALL PERFORM PREVENTIVE MAINTENANCE AND REPAIRS TO THE EXISTING INSTALLED SECURITY, ACCESS, FIRE ALARM, ANNOUNCING SYSTEMS THAT SUPPORT THE CAMPUS OF BUILDINGS AND CONTROLLED AREAS OF NAVY SBT-22, STENNIS SPACE CENTER, MS. SYSTEM REQUIREMENTS: THE CONTRACTOR SHALL MAINTAIN SERVICES OF ALL EQUIPMENT LOCATED ON THE NAVY SBT-22 COMPOUND TO INCLUDE: COMBINATION PROXIMITY CARD READER ACCESS POINTS, INTERFACE EQUIPMENT, INTRUDOR DETECTION SYSTEM (IDS) PANELS, AND MAINTAIN EXISTING PELCO AND LENEL BASED SOFTWARE WITH PROPER PROPRIETY LICENSING FOR LOG INTO THE SERVER AT ANY GIVEN TIME. IDENTIFY, RECOMMEND, AND PROVIDE ALL SOFTWARE UPGRADES AS THEY BECOME AVAILABLE. THE CONTRACTOR SHALL MAINTAIN SERVICES AND PERFORMANCE ON AN EXISTING DIGITAL RECORDING SYSTEM, PTZ AND INFARED CAMERAS AND INTERFACE EQUIPMENT TO INCLUDE COPPER AND FIBER OPTIC INTERFACES, CLEAN DOMES MAINTAIN DIGITAL RECORDING EQUIPMENT. THE CONTRACTOR SHALL MAINTAIN ALL LIQUID CRYSTAL DISPLAY (LCD) MONITORS, LOCATED ON THE QUARTER DECK BUILDING 2603 AND ONE IN THE SERVER RACK IN N6 DEPARTMENT. CONTRACTOR MAINTAINS EXISTING REMOTE VIEWING SOFTWARE MUST ALLOW AUTHORIZATION TO VIEW LIVE AND RECORDED INFORMATION AT THE SAME TIME. A DETAILED DESCRIPTION OF THE SYSTEMS AND EQUIPMENT TO BE MAINTAINED: THE INTEGRATED MANAGEMENT SECURITY SYSTEM INCLUDING FIXED, PAN TILT ZOOM (PTZ), INFARED CAMERAS, PELCO CONTROL STATION, CLOSED CIRCUIT TELEVISION (CCTV) CALL UP, VIBRATION/IDS FENCE SYSTEM REQUEST TO ENTER/EXIT DEVICES ON ALL BUILDINGS, GATES, AND CONTROLLED ACCESS POINTS IDENTIFYING ALARMS FOR NON-CAC CONTROLLED ACCESS POINTS LENEL SERVER REGISTRY AND PROPRIETARY CONTROLS EDWARDS SYSTEMS TECHNOLOGY MODEL (EST2) FIRE ALARM PANELS INCLUDING MONITORING DEVICES, QUARTERLY AND ANNUAL TESTING PUBLIC ADDRESS SYSTEM A DETAILED LIST OF THE BUILDINGS SERVED AND PROTECTED BY THE ABOVE SYSTEMS: 2603 HEADQUARTERS 2602 WEAPONS AND DETACHMENT BUILDING 2601 SUPPLY AND WAREHOUSING 2600 MAINTENANCE 2615 SECLUSION BERTHING 2418 GENERAL WORKSHOP PEB GENERIC FENCELINE AND COMPOUND OF SBT-22SYSTEM MAINTENANCE REQUIREMENT, MAINTENANCE SHALL PROVIDE FOR TWO STEPS OF SERVICES: 1) PREVENTIVE AND REMEDIAL/CORRECTIVE. MOST SERVICES SHALL BE PROVIDED DURING NORMAL BUSINESS HOURS, 0800 TO 1600 MONDAY THRU FRIDAY. DUE TO SPACES USED TO STORE CLASSIFIED INFORMATION, MATERIALS AND SMALL ARMS THE SERVICE PROVIDER MUST BE ABLE TO RESPOND TO ALL TROUBLE CALLS WITHIN FOUR (4)HOURS, TWENTY FOUR HOURS A DAY SEVEN DAYS A WEEK TO INCLUDE ALL FEDERAL AND STATE HOLIDAYS. CONTRACTOR SERVICE TECHNICIANS ARE REQUIRED TO HAVE A CURRENT AND MAINTAIN A SECURITY CLEARANCE OF LEAST SECRET LEVEL. SERVICES AND PERFORMANCE PERIOD IS 01 OCTOBER 2009 THRU 30 SEPTEMBER 2010. PREVENTIVE MAINTENANCE SERVICE SHALL BE PERFORMED BY THE CONTRACTOR IN ACCORDANCE WITH EQUIPMENT MANUFACTURER'S RECOMMENDATION OR BETTER TO KEEP THE CONTRACTOR-INSTALLED SYSTEM IN FULLY OPERATIONAL CONDITION. SBT-22s POINT OF CONTACT (POC) IS THE COMMAND SECURITY MANAGER AT 228-813-4000, EXT 13200. THE ALTERNATE POINT OF CONTACT IS THE FACILITY MANAGER AT 228-813-4000, EXT 13903. 2) REMEDIAL/CORRECTIVE MAINTENANCE SHALL BE PERFORMED BY THE CONTRACTOR REPAIR EQUIPEMNT OR COMPONENTS THAT FAIL THROUGH NORMAL USE. LINE ITEM PRICING DOES NOT COVER REPAIRS NECESSITATED BY MISUSE, VANDALISM, OR ACTS OF NATURE. EMERGENCY SERVICE SHALL BE AVAILABLE ON A 24/7 BASIS. A QUALIFIED REPAIR TECHNICIAN SHALL RESPOND WITHIN Four (4) HOURS OF THE GOVERNMENT'S POC CALL TO THE PAGER OR PHONE NUMBER PROVIDED BY THE CONTRACTOR. THE FIXED PRICES FOR THE MAINTENANCE SERVICE SHALL INCLUDE A REALISTIC NUMBER OR REMEDIAL SERVICE CALLS AND THE MATERIAL TO FIX REPORTED PROBLEMS. GOVERNMENT FURNISHED PROPERTY AND SERVICES: NOTE: CHANGES TO THE ABOVE LIST OF GPE MAY BE MADE BY MUTUAL AGREEMENT OF THE CONTRACTORS COST OF PERFORMANCE AND MAINTENANCE. Access Control Devices: - Classified Access Card (CAC) Card Readers. - Request to Exit devices. - Perimeter Gate access. - Lenel Server Backbone: - Users registry. - Security program integration. - Server upgrade(s). Alarms and indicating panels: - Non-Card control and alarm displays (Maxxim/DSC). - Quarterdeck Bldg 2603. - Secured Classified Information Facility (SCIF), Bldg 2602. - N6 panels, Bldg 2603. - Weapons Office, Armory, Bldg 2602. - Supply Bldg 2601. Mechanical Room and Fire Exit Doors. Fire Alarm Panel Maintenance: - EST2 panels in four (4) Buildings. - SIEMENS Integrated panel in Bldg 2615. - Preventive Maintenance including Annual Testing and certification. - Trouble and alarm indication. - Identification of defective devices/components for replacement.
