Description
The US Marine Corps is seeking qualified firms capable of providing canine sustainment services on an annual basis for its cadre of Improvised Explosive Device Detector Dogs (IDDs) under the provisions of the Military Working Dog (MWD) program. Base year (FY10) requirements include kenneling, veterinary care, training, and physical conditioning for not more than 150 canines housed in residence on a fixed price basis. Option year requirements, beginning in FY11, will include sustainment for an average of 150 canines, as well as handler training for up to 212 Marine Corps personnel annually. Training is anticipated to be conducted annually in 12 sessions of 14 students (13 students as handlers and 1 student as the kennel supervisor) and 2 sessions of 22 students (21 students as handlers and 1 student as the kennel supervisor). Handler training should include a conventional IDD course that can be supplemented with Marine Corps specific protocols culminating in integration of the IDD teams during their units pre-deployment training exercise "Mojave Viper" in Twenty-Nine Palms, CA. Firms capable of providing these services as a core business capability, or through strategic partnerships, should provide the following information: 1) Ability to provide sustainment services to meet the objective capacity; 2) Ability to conduct IDD handler training compliant with the sessions described; 3) Ability to coordinate with MWD principals to ensure effective management and execution of program objectives; 4) Citations of current, or past performance for other DoD, or Federal agencies and or comparable commercial efforts; and 5) Link to General Service Administration Schedules (GSA), if available, or identification of commercial clients for whom similar services are provided. Submissions should not exceed 5-pages and may be electronically transmitted to: Ms. Peggy L. Hake, Contracting Officer, at peggy.hake@usmc.mil. USMC, Regional Contracting Office-National Capital Region, Quantico, VA
