- Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source repair contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisiton Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Cryptologic Systems Group (CPSG)requires a repair contract for the KIV-6, NSN 5810-01-439-8052CA. CPSG intends to make an award to the OEM, BAE Systems Inc. The KIV-6 is developed by and owned by BAE. CPSG requires the repair of the KIV-6. BAE is the only known manufacturer of the KIV-6 and has proprietary rights to the required technical data. As a result, no other vendors can repair the KIV-6. Interested parties may email jorge.garcia@lackland.af.mil not later than 4 Sep, 2009, 4:00PM CST. Per FAR Part 5.207-13e, Fed Biz OpsNumbered Note 22 applies and is modified to read:22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This NOPCA is not a request for comptitive proposals.However, all proposals received withing 15 days after the date of publication of this synopsis will be considered by the Government. Those firms interested must indicate whether they are U.S. or foreign owned. Interested firms must also be NSA Type 1 certified at the time consideration is requested.
