Description
ATTACHMENT 1 - DRAFT STATEMENT OF WORK THIS IS A COMBINED SOURCES SOUGHT / SYNOPSIS ANNOUNCEMENT ONLY – Solicitations are not available at this time. This notice does not constitute a commitment by the government. The U.S. Marshals Service/Justice Prisoner and Alien Transportation Service (USMS/JPATS) intends to procure In-Flight Healthcare Provider Services (Draft Statement of Work attached). The period of performance is for a base period of six (6) months (October 1, 2009 – March 31, 2010) and an option period of six (6) months (April 1, 2010 – September 30, 2010). The Government contemplates awarding two (2) Labor Hour contracts with firm-fixed unit prices. The services will be provided at Alexandria, LA and Oklahoma City, OK. USMS/JPATS estimates four (4) people per site to fulfill the requirement. All interested firms shall submit their capabilities packages addressing their ability and experience in providing the services in accordance with the attached Draft Statement of Work. Small businesses that are certified and qualified as a small business concern under NAICS code: 621999 with a size standard of $10.0 million are highly encouraged to submit their capabilities packages. In addition to submitting your ability and experience, please respond to the following questions: 1. Can your firm provide these services either as a prime contractor or as a subcontractor? Location of services is Alexandria LA and/or Oklahoma City OK. 2. Is your firm registered in the Central Contractor Registration (CCR)? In accordance with federal regulations, all contractors doing business with the federal government must be registered in the CCR database. 3. Based on the NAICS code above, what is your business size, small or large? 4. Can your firm provide these services at a fair and reasonable price? Please provide labor categories and estimated fully loaded labor rates. 5. Does your firm have a labor pool with individuals meeting the qualifications listed in the Statement of Work? 6. If awarded a contract, how many calendar days after award could you begin providing services? 7. Please indicate any General Services Administration Federal Supply Schedule (FSS) contract number(s) your firm has been awarded in association with these services and their respective expiration date(s). A solicitation to provide these services is being developed and a contract may or may not result. Market research is being conducted to determine the interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary, the government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the government. If capabilities packages are not received from at least two capable small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capabilities packages submitted; this requirement will be solicited under full and open procedures. Capabilities packages shall be submitted (via e-mail) to the POC listed below not later than 12:00 pm (noon) EST, August 31, 2009.
