- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Wyle Laboratories Inc. located in Huntsville, AL. The Government intends to procure repair of repairables support under the authority of 10 USC 2304(c)(1), FAR 6.302-1, as Wyle Laboratories is the original equipment Manufacturer (OEM) and sole source designer and manufacturer of the Precipitation Static Diagnostic Test Set (P-STAT). The P-STAT is capable of pinpointing the source of Radio Frequency Interference (RFI) that results from corona, streamering currents, and sparking between un-bonded metal on airframes when flying in precipitous environments. The P-STAT is capable of applying high voltage fields near or at antennas, trailing edges, deicing boots, etc., and is used for sweeping all areas of an aircraft for determining the integrity of bonding. The P-STAT is also capable of charging windshields, radomes, other non-metal surfaces, as well as charging isolated metal sections. Wyle Laboratories is currently under contract with the U.S. Navy to manufacture qty. 34 P-STAT production units. The contract was awarded for a modified commercial item, and technical data rights were not included in the contract. Wyle Laboratories is the sole designer and developer of this unit. The data is proprietary and developed at their expense. The Navy does not possess a technical data package to permit another source to design or develop the parts necessary to provide repair support for the P-STAT. This notice of intent is not a request for competitive proposals; however, the government will consider all responses received to this notice. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. No solicitation will be available for this procurement.
