Description
The National Institute of Health (NIH), National Institute on Drug Abuse (NIDA) Office of Acquisitions, Station Support Simplified Acquisitions Branch on behalf of the National Institute of Aging (NIA) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Johns Hopkins Bloomberg School of Public Health, Baltimore, Maryland, for longitudinal data on personality, psychopathology and use of health care services. The North American Industry Classification System Code is 541990 and the business size standard is $7.0M. The NIA Baltimore site of the Epidemiologic Catchment Area (ECA) Program conducted 3481 baseline interviews in 1981 on a population-based sample of East Baltimore. The interviews were framed to provide an epidemiologic picture of a wide range of psychopathology categorized according to newly established diagnostic criteria. Twelve years later, in 1933/96, a follow-up survey was carried out among 1920 surviving subjects with the goals of characterizing the incidence and natural course of mental disorders, as well as the consequences of psychopathology for physical conditions whose risk periods were beginning to peak for the cohort. From 1993-1999, NEO inventories of personality were obtained from 816 subjects in the sample. In 2004-2005 another wave of 1071 interviews was completed, including completion of a NEO personality inventory. The fundamental scientific paradigm which guides research in the Laboratory of Personality and Cognition (LPC) is the analysis of individual differences. Few phenomena are more basic than the fact that human beings differ in health, in rates of aging, in cognitive ability, in personality, in happiness and life satisfaction. The mission of the LPC is threefold: (1) to conduct basic and clinical research on individual differences in cognitive and personality processes and traits, (2) to investigate the influence of age on these variables and their reciprocal influence on health, well-being, and adaptation, and (3) to employ longitudinal, experimental, and epidemiological methods in the analysis of psychological and psycho-social issues of aging, including health and illness, predictors of intellectual competence and decline, models of adult personality, and correlates of disease risk factors. The purpose of this procurement is to obtain longitudinal data to examine age and gender effects on psychiatric morbidity and natural history of disorders. The work to be performed is to link the Baltimore ECA data to data files on health care service utilization, and payments for procedures rendered with diagnostic codes conforming to the International Classification of Diseases, 9th Revision, Clinical Modification (ICD-9-CM). The data will provide information on annual expenditures for inpatient, outpatient and clinic, physician, institutional care, prescription drugs, home care, and other medical services. The Baltimore ECA data will also be linked to Maryland Driving Records, which can be obtained directly from the Maryland MVA and can be linked to individual respondents in the ECA through numerous identifiers, including name, date of birth, and social security number. The information will enhance NIA researchers' understanding of the development of psychological well-being and mental disorders. The contractor will perform the linkage, clean and organize the date for ease of analysis, prepare documentation, and create anonymous data files for submission to the NIA. JH Bloomberg School of Public Health has extensive experience in recruiting and directing large-scale psychiatric epidemiologic trials. They are one of the world's leading experts in this area and are therefore uniquely qualified to perform the required services. No other source will satisfy the agency's requirement. The linked dataset will be prepared and submitted to the NIA before the end of calendar year 2010. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested party believes it can meet the above requirement may submit a statement of capabilities to Liem T Nguyen, ln18x@nih.gov on or before 11:00 AM ET September 4, 2009. All information furnished must be in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
