- Acoustical and Thermal Blanket Part Number List U.S. Special Operations Command (USSOCOM) has a requirement for Acoustical and Thermal Blankets (Soundproofing Blankets) in support of the MH-47G aircraft fielded for USSOCOM. The Government intends to award a blanket purchase agreement (BPA) for a five (5) years from date of award with Ehmke Manufacturing Company, 4200 Macalester Street, Philadelphia, PA 19124 for these soundproofing blankets for the part numbers on the attached listing. The proposed action will be solicited as a BPA for supplies which the Government does not own specifications and drawings to permit full and open competition. The master BPA dollar limit will be $2,000,000.00 and each individual BPA call will be limited to $500,000.00. In addition, the blankets required must also have met and received an Air Worthiness Release (AWR) for use in the MH-47G aircraft prior to a BPA being awarded. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302.1. Firms that recognize and can provide the supplies are encouraged to identify themselves. All interested parties must be registered in the Central Contractor Registration (CCR) Database in order to be considered for this award. This notice of intent is not a request for a competitive proposal; however, the Government will consider all proposals received by the specified due date IAW FAR 5.203 (a). A determination by the Government not to compete this acquisition is solely within the discretion of the Government. The North American Industrial Classification Code (NAICS) is 314912; the business size is 500 employees. The estimated release date of the solicitation is 25 Sep 2009. The purchase will be FOB Origin as a commercial buy under FAR Part 12 and FAR Part 13, Simplified Acquisition Procedures, will be utilized. See Note 22.
