Description
This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NHLBI-PB-(HL)-2009-289-RMD and the solicitation is being issued as a Notice of Intent on a sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-34), July 31, 2009. Description The National Heart, Lung, and Blood Institute (NHLBI) intends to procure equipment removal and relocation and storage services from Siemens Medical Solutions USA, Inc. The purpose of this requirement is to relocate a magnetic resonance imaging (MRI) system to a location wherein it will be stored for approximately fourteen months. The MRI system is slated for future reinstallation at Children’s Hospital In Washington, D.C. The extraction and storage must be done in a timely manner so that it does not impact the schedule of the collaborative contract with Children’s Hospital. The Statement of Work is as follows: Contractor Requirements: Independently and not as an agent of the Government, the Contractor shall furnish all necessary labor, materials, supplies, equipment and services (except as otherwise specified herein) to perform the work set forth below. Specifically, the Contractor shall provide the following services: •Deinstall, remove, transport, and move into storage a Magnetom Espree Magnetic Resonance Imaging System. •This will include: pre-move inspection, de-installation, removal, transport, and placement in storage of the Magnetom Espree Magnetic Resonance Imaging system from the NIH to Carteret, New Jersey and Chester, Pennsylvania. •Work is to be performed during normal working hours. •Infectious control standards are to be per the Hospital’s standards. Demolition: •Remove drywall and studs in area of magnet egress •Removal the portion of the radio frequency (RF) shielding necessary to accommodate the magnet egress. •Neither the drywall & studs nor the RF shielding will be reinstalled as part of this work (not required by NIH). Wood & Plastics: •Remove and dispose of custom plastic laminate millwork in MRI exam room and control room. Doors, Windows, and Glazing: •Remove and re-install glass storefront to the extent necessary to accommodate egress of the existing Siemens magnet and equipment. •Furnish and install secure, temporary plywood barrier at location of removed glass storefront. Equipment: •Remove “electronic view window” equipment by MRA, Inc. including: flat screen monitor; cameras; computers; wiring and accessories. •Pack all equipment for transportation and storage. •Provide cardboard boxes, packing materials, and labels for the equipment. Furnishings: •Remove metal shelving in equipment room. Mechanical & Plumbing: •Remove and properly dispose of refrigerant from Siemens MRI/Krauss chiller closed system. •Disconnect refrigerant piping from Krauss chiller. Abandon refrigerant piping in place. •Remove and re-install piping which is located between RF shield and glass storefront and interferes with Siemens magnet egress route. Electric: •Lock/out tag/out 480v power for all Siemens equipment to be removed. The NHLBI intends to negotiate on a sole source basis with Siemens Medical Solutions USA, Inc., 500 Glasgow Business Community Drive, Mail Stop Code 543, Newark, Delaware 19702. The noncompetitive determination is based upon FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties are requested to review the statement of work and submit a response that includes at least three (3) references documenting similar past performance experiences and a technical approach of how the work will be performed. Responses to this synopsis will be evaluated based on the following evaluation criteria: 1) Demonstrated understanding of the statement of work, as shown by the technical approach proposed; 2) Demonstrated ability to ensure the warranty of the Magnetom Espree MRI and supporting equipment when reinstalled at a later date; 3) Demonstrated experience of prospective contractors in the service and handling of the Magneto Espree MRI System and supporting equipment ; 4) Demonstrated and proposed method of assuring the achievement of timely and acceptable performance of the work. The North American Industry Classification System (NIACS) Code for this acquisition is 334510, and the size standard is 500. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed contract based upon responses to this notice is within the discretion of the Government. Any competing firm that believes it is capable of providing the above requirement is invited to provide sufficient documentation to demonstrate that capability to the Contract Specialist. This is a firm fixed-price contract and the FOB terms are "Destination" and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1 Instructions to Offerors--Commercial Items; FAR 52.212.2 Evaluation--Commercial Items. As stated in the FAR Clause 52.212-2 (a), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 1:00 P.M. Eastern Standard Time on Thursday, August 27, 2009 and must reference Solicitation Number NHLBI-PB-(HL)-2009-289-RMD.
