Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis the services of Margaret Spitz, M.D., 6 Marilane, Houston TX 77007 to provide recommendations and guidance to the Director, DCEG and other scientists across DCEG and the NCI on rapidly changing technologies, other scientific developments, and intramural/extramural partnerships to enhance and accelerate its human genetics/epidemiology research programs. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 541990 and the business size standard is $7.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for one base year with two (2) twelve month option periods. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. The Division seeks to take advantage of rapidly changing technologies, other scientific developments, and intramural/extramural partnerships to enhance and accelerate its molecular epidemiology research, a key strategic initiative that will provide new insights into gene-environment interactions, mechanisms of carcinogenesis, and strategies for the prevention, early detection, and treatment of cancer. The Contractor shall provide recommendations and guidance to NCI staff in developing coordinated strategies for applying new technologies and approaches to epidemiologic studies, particularly in the areas of genetic epidemiology, genome-wide association studies, gene-environment interactions, and pharmacogenomics. The Contractor shall provide recommendations and guidance regarding strategies for research programs on genetic and environmental factors related to cancer etiology, particularly in the areas of lung cancer and nicotine dependence; develop a plan for an integrative epidemiology program that incorporates consideration of genetic susceptibility in relation to etiology, pharmacogenomics, and other aspects of outcomes research; identify scientific priorities and strategies, particularly for the Human Genetics Program, including the Core Genotyping Facility; identify ways to foster intramural/extramural collaborations through consortial networks; explore the population biobanks at the national level; and advise on career development and training of junior investigators. The Contractor shall attend group staff meetings as needed during monthly visits to DCEG to contribute to the scientific discussions and to present results of activities and evaluations only as it pertains to the services being provided under this contract. The contractor shall have an MD and Masters degree in Public Health or a doctorate degree in Epidemiology. The contractor shall have expertise in integrative epidemiology, molecular epidemiology of gene-environment interactions, genome-wide association studies, risk prediction, pharmacogenomics, international case-control consortia, and development of new population platforms for future epidemiology research. The contractor also must have expert experience with leadership of a large epidemiologic research group with similar focus and scope as the Division of Cancer Epidemiology and Genetics, NCI, and extensive experience in external advisory/review of epidemiology programs, as evidenced by greater than 15 advisory roles, and more than several hundred peer reviewed and invited scientific publications. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on August 26, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
