Description
This project is being set aside for SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. The project is located 20 miles west of Carlsbad, NM on U.S. 62. The roadway improvements include rehabilitation of surfaces on 7.5 miles of the Carlsbad Caverns entrance road beginning at the park boundary and terminating at the Visitor Center parking area. Improvements to the entrance road will include rehabilitation of the existing driving surface and roadside ditches, repairing and stabilizing damaged paved rundowns, formalizing several existing pullouts with asphalt and curbing, and repairing existing drainage crossings where existing deficiencies exist. Safety improvements to the entrance road will include the installation of new signing and reflective pavement markings, placement of rumble strips leading into the Visitor Center parking areas, and controlled scaling of loose rock along “The Big Hill and the Shady Rest Rock Cut”. The entrance sign pullout will be rehabilitated to include both aesthetic and accessibility treatments according to a pre-existing site design provided by the park. The Archeological Site parking area configuration will be paved and signed to improve sight distance and accessibility ramps installed. The three Visitor Center parking areas entails improvements to the existing drainage systems, reconfiguration of the Bat Flight Draw and Eastern Visitor Center parking areas, and rehabilitation of surfaces on all three. Improvements to the drainage systems will involve the construction of environmentally sound methods for treating and/or diverting runoff away from the caverns. Methods will include the installation of water treatment devices where outfalls release towards the caverns, and the construction of storm sewer systems to redirect outfall away from the caverns. The Bat Flight Draw parking area will be reduced to provide for 10 accessible parking stalls and a bus passenger drop-off. A concrete sidewalk along the existing North edge of pavement will be provided to accommodate pedestrians, emergency vehicles and maintenance vehicles. The asphalt surfacing on the remainder of the 3-teired parking area will be removed and the area will be re-graded and re-vegetated. Pedestrian access from the Visitor Center to the natural cave entrance will be reconfigured utilizing portions of the existing parking area. The Eastern Visitor Center parking area will be reconstructed and reconfigured to improve traffic flow. A passenger drop-off in front of the Visitor Center will be added to accommodate delivery of large groups. Several islands will be modified to accommodate two-way traffic and new signing and striping will be placed to reduce confusion with the parking area circulation patterns. Other improvements will include sidewalk, accessibility ramps, and concrete curbing. The Western Visitor Center parking area will be resurfaced. A California gutter will be placed prior to the existing vendor loading dock to redirect pavement runoff away from the caverns. The parking area will be resigned and striped. It is anticipated that this project will be advertised in late August or early September. Estimated cost $5.5 to $7.5 million
