THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W91CRB09R0091. The U.S. Army Research, Development & Engineering Command Contracting Center (RDECOMCC) at Aberdeen Proving Ground, MD, intends to release a solicitation on or about 20 August 2009 for Materials Analysis Engineering Support Services. The Army is responsible for the development and fielding of all clothing and individual equipment worn by the Soldier. As part of this mission, it is necessary to evaluate all materials included in Personnel Protective Equipment and Clothing and Individual Equipment from the paint on helmets to the cloth from which uniforms are made. Each item is composed of many different parts and materials that the Army fields that may need analysis. It is with this responsibility in mind that it is necessary for the Army to have ready access to test facilities and personnel capable of operating the facilities that can conduct analysis of these materials using such techniques as thermal analysis, spectroscopy, microscopy, specific gravity testing, wet chemistry, spectroscopic ellipsometry, crystallography differential scanning calorimetry, nuclear magnetic resonance, and chromatography. Each of these different tests provides a capability to identify potential strengths and weaknesses in sources for materials and end items. The capability to determine items durability when exposed to extreme temperature swings, extreme range of motion, friction, and other possible perils that legitimately face the soldier in their worldwide mission and have analytic data to substantiate the performance of these items is critical to providing our soldiers with the best equipment possible. The objective of these tests is to provide the Army with the best capabilities in evaluating materials used in the creation of end items that find themselves deployed to some of the most strenuous parts of the world in support of the soldiers mission. These capabilities must be available to the Army on our schedule as needed and provide quantitative data to substantiate the evaluation and performance of each material.
